Another "French paradox": explaining why interest rates to microenterprises dit not increase with the change in French usury legislation

2015

Conventional wisdom indicates that the growth of credit may not materialize if credit rates remain capped by usury laws, as had long been the case in France. France therefore abolished usury ceilings on loans to microenterprise in an effort to increase financing for microentrepreneurs. This should have led to an increase in interest rates and increase in microcredit. However, we do not find any increase in interest rates and this is therefore a paradox. The paper provides a brief literature review and the salient features of the legislative changes in France. It follows this up with a presentation of interest rate movements. The discussion of possible explanations of the paradox includes cl…

Extending PluTo for Multiple Devices by Integrating OpenACC

2018

For many years now, processor vendors increased the performance of their devices by adding more cores and wider vectorization units to their CPUs instead of scaling up the processors' clock frequency. Moreover, GPUs became popular for solving problems with even more parallel compute power. To exploit the full potential of modern compute devices, specific codes are necessary which are often coded in a hardware-specific manner. Usually, the codes for CPUs are not usable for GPUs and vice versa. The programming API OpenACC tries to close this gap by enabling one code-base to be suitable and optimized for many devices. Nevertheless, OpenACC is rarely used by `standard programmers' and while dif…

Towards sustainable servicescape : tourists’ perspectives of accommodation service attributes

2023

The study uses content analysis to identify the sustainable attributes in 678 accommodation reviews from Finnish and Russian tourists published on the Tripadvisor website and examines the sustainability perceptions of these tourist groups. The servicescape framework was applied to the structuring of the attributes indicating sustain-ability in accommodation services. The sustainable attributes highlighted in the reviews were more frequently in the physical rather than in the social servicescape factor. The tourists also reported environmental sustainability attributes more often than those related to social, cultural and economic sustainability. Overall, the sustainable attributes were perc…

1997

One of the essential elements of citizenship lies in participating in politics. Il is particulary through the right to vote that man will be fully integrated into society and take part in the decisions concerning the running of the government. Adopting universal suffrage is giving an important power to men. Thus, certain rulers have tried to channel the vote by excluding citizens liable to be detrimental to them. The law of May 31, 1850 meant to eliminate the « vile multitude », according to the expression used by Thiers. And it is in particular through the study of the concrete consequences of this law that the influence of the electoral system in the definition of citizenship can be measu…
