Does fragility of States affect realization of Education for all? An empirical essay

More than one child out three, in the world, who don't access to school live in countries which are in conflict or which have governments non-engaged in politics of poverty reduction or which lacks of operating capacity. Given this, in these fragile States, mainly in Sub-Saharan Africa, universal primary schooling will be off target for 2015, so invalidate the Millennium Development Goals. Thus, does fragility of States constraints, in a practical way, the goal of Education for all? Fiscal multipliers and job-protection regulation

Abstract We study, both theoretically and empirically, how labor market regulation affects fiscal multipliers. We focus on the stringency of employment protection legislation, a prominent source of rigidity in European labor markets. First, using a small-open economy model that features labor-market search-and-matching frictions and nominal rigidities, we show that an increase in government spending has larger output effects when firing costs are lower. The importance of layoff costs for the public spending multiplier is larger in the absence of exchange rate adjustment and in a recession. The article presents discussions on the situation in Poland which took place at the forum of the Third National Council. The Council was appointed by the president of Poland in Exile August Zaleski in 1949. It was vicariously performing some of the functions of the Parliament and as such it was an advisory body to the president and to the government. Its term of office lasted for two years (between 1949 and 1951). Polish authorities in exileregarded Poland as an occupied country and that it was ruled by imposed agents. The Rational Formula (RF) is probably the most frequently applied equation in practical hydrology to compute the peak discharge, due to its simplicity and effective compromise between theory and data availability. Thus, after more than a century, the estimation of peak discharge through the RF is still an important and challenging issue in hydrology.
