ABSTRACT Civil servants in international secretariats are exposed to numerous, cross-cutting and, at times, conflicting pressures and expectations. The secretariat of the Organisation for Economic Cooperation and Development (OECD) is no different. This study reveals a fundamental ‘misfit’ between external demands and internal dynamics in the OECD Secretariat. On one hand, the OECD analysts are employed on the basis of merit. Compared to the employees in the central administrations in many OECD member states, the OECD personnel are very competitive in terms of experience and academic skills. Money and equity returns in the Euro area

Abstract This study examines the impacts of liquidity on equity returns in the euro area during the period 1987–2001. The main contribution of the study is that the money demand is carefully considered while estimating the liquidity. We provide evidence that in part the impact of money on equity returns depended on the measure used for liquidity (real money supply, real money gap and monetary overhang). However, a unanimous inference was made that over time an increase in liquidity has a negative impact on equity returns. This is interpreted as being due to the positive impact of money on inflation. Industrial development in thin regions: trapped in path extension?

Recent theorizing of path dependence supplements the traditional view of regional path-dependent industrial development characterized by lock-in effects with paths dealing with change, that is, path renewal and path creation. Few studies, however, examine why different types of regions experience diverse path-dependent development. This article examines why organizationally thin regions are much less likely to achieve path renewal and path creation than core regions. By use of a case study of industrial development in an organizationally thin and rather peripheral region in Norway the article contends that thin regions often need external investments to avoid being trapped in path extension.

When do cooperation and commitment matter in a monetary union?

International audience; This paper offers a framework to study strategic interactions between private players, national fiscal authorities and a common central bank in monetary unions. We establish general conditions, in terms of restrictions on spillover effects of actions by private and public players, under which games that differ in the degree of cooperation and commitment can admit the same equilibrium outcome. We use these conditions to characterize benchmark results on the irrelevance of cooperation and commitment established in recent literature. This paper investigates the effect of socio-economic status on interregional mobility and mortality among cancer patients. The cohort under analysis comprises patients residing in Sicily (Italy), who were diagnosed with lung and colon cancer between 2010 and 2011. The data was collated from the hospital discharge records of the Sicilian Region and the Regional register of the causes of death, by considering all those patients for whom information relating to socio-economic status was available. Abstract Tyteca [J. Environ. Manage. 46 (1996) 281] reviews the literature on environmental performance indicators. In that paper he calls for an index that simultaneously accounts for resources used, good outputs produced and pollutants or undesirable outputs emitted. Here, we provide a formal index number of environmental performance which can be computed using data envelopment analysis (DEA) techniques. The implicit benchmark is that of finding the highest ratio of good to bad outputs. Measuring well-being in Colombian departments. The role of geography and demography

This paper provides a composite indicator of well-being for the 33 Colombian departments in the year 2016. The indicator is built by adapting the well-known OECD Better Life Index to the regional level, and includes the dimensions of income, health, education, safety, housing, environment, labour market, and civic engagement and governance. As to the methodology, Data Envelopment Analysis and Multi-Criteria Decision-Making techniques are employed, an approach which enables a comparison of well-being across departments and the construction of rankings.
