External effects of domestic regulations: comparing internal and international barriers to trade

Abstract In a world in which barriers to trade at all levels—international and internal—are mostly a by-product of the implementation by governments of different regulatory policies to deal with “domestic” or “local” problems such as environmental degradation, health, and labor standards, the article purports to show how the mechanisms that are set in motion by the operation of competition among the governments inhabiting the different jurisdictional tiers of federal countries lead to outcomes that are different from those generated by the ‘agreed-upon’ rules that govern the relations of national governments with each other in matters of international trade.

The operationalization of interactional competence (IC) within the paired speaking test format allows for a range of interactional skills to be tested. However, in terms of assessment, challenges are posed with regard to the co-constructed nature of IC, making investigations into raters’ perceptions of the construct essential to inform test score interpretation. This reflective paper presents a new course concept for multilingual interaction, which was piloted at the University of Jyväskylä Language Centre in the spring of 2014. The theory of decorum in Cicero’s de officiis (44 BC) seems to suggest to the Romans not simply the fourth virtue of a general system of conduct, but a super-virtue able to act as a “shock absorber” in the exercise of social and political life, summarized in a principle that Cicero defines as verecundiae partes, that is non offendere homines. Activational theories of memory assume that activation from several sources adds up to an intersecting node. We tested this idea in one experiment where we kept constant the number of primes presented and we manipulated the number of different primes related to the target, the number of presentations of the same prime, or the same target, presented as a prime. We used a task in which the target was always a word, which appeared written backward and had to be identified. We found a strong effect of target repetition and diminished priming in the condition in which the target was repeated.
