This article describes the main results of an ethnographic study on citizen participation carried out in the context of the development of the Urban Initiative (2007-2015): Cuenca-Barrio de San Antón. Managed by the City Council of Cuenca and financed by the European Regional Development Funds (FEDER) under the Ministry of Economy and Finance at the Government of Spain The results of the research show how in the context of the application of neoliberal policies, citizen participation becomes the trigger for new conflicts between institutions and citizens. Cet article présente les débats autour du choix de l'école qui prennent place aujourd'hui, de plus en plus souvent, dans les pays étrangers, ainsi que les politiques qui ont été mises en place. Ces politiques, autant que les justifications idéologiques et théoriques qui les fondent, apparaissent de fait très variées. On examine également ce que l'on sait, au vue des recherches disponibles, de l'effet de ces politiques, sur l'efficacité et l'équité des systèmes éducatifs, résultats assez contrastés, et très dépendants des dispositifs concrets de choix retenus dans les divers pays. Discretionary Fiscal Policies over the Cycle: New Evidence Based on the ESCB Disaggregated Approach

This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables. This paper, affecting an analysis comparative of the different regional typologies, it analyzes the concept of weakness, with reference to the phenomena of degrade and disarrangement of the grounds, inside the processes of identification of functional territorial articulations to the statistical analysis and the decisions of policy, showing as despite the existence of a fed together of interpretations none of the examined typologies both indeed able to furnish a representation suitable of the phenomenon, since the different procedures of regionalization introduce not suitable discriminatory methodologies.
