Is the French mobile phone cartel really a cartel?

International audience; France Telecom (FT), SFR and Bouygues Telecom (BT) have been fined by France's Conseil de la Concurrence (CC) for organizing a mobile phone cartel with stable market shares (one-half, one-third and one-sixth, respectively) and for directly exchanging commercial information. While not contesting the legal decision, it is argued here that the economic reasoning is flawed. (1) As the CC made much of the firms' stable market shares, we have first followed this line of reasoning by considering that the market shares are quotas under uniform costs. Spatial effects of urban public policies on housing values

International audience; Problems of spatial segregation have often stressed on the social status and social capital of a neighbourhood as main driving forces behind housing price formation. In this paper, it is assumed that spatial effects are additional variables worth considering since the impact of urban policies such as social housing policies and urban regeneration policies may permeate outside the areas where they are implemented. El objetivo es examinar el papel que ha jugado el mercado de trabajo en el incremento de las desigualdades, así como el efecto que han tenido las diversas actuaciones públicas a través de transferencias monetarias, impuestos directos y el suministro de servicios públicos en especie. Creating a bilingual pre-school classroom: the multilayered discourses of a bilingual teacher

Teachers have an agentive role as they interpret, evaluate and develop language policies and practices. In the current study we interviewed a bilingual pre-school teacher in Finland during the first year of implementing a new way of working bilingually with a class of monolingual children. Applying nexus analysis, we explored the teacher discourses on the trajectory of the development of the new approach; the concepts, places and people that were circulating in her reflections; and how these connected with larger societal discourses. Many universities in non-English speaking countries have been adopting English as a medium of instruction to internationalize their education. We set out to compare the language policies of a Finnish and a Japanese university using the lens of language ideology – a set of normative beliefs about the social dimension of language.
