One of the main characteristics of rural areas is a higher quality of life. However, the basic aspects of the social structure, e.g. the basic education and health-care services, are barely responsible for the wellbeing of the society, although the necessity of improving their offer is continually emphasised. Hugh MacDiarmid is sometimes still thought a parochial poet, mostly interested in the depiction of rural Scotland. However, in the 1930s, he wrote several poems about the city of Glasgow but his work on urban predicaments has been largely forgotten. In his Glasgow sequence, MacDiarmid, along with many other writers in the 30s, redefines Scotland as an urban nation. Post-industrial Glasgow urges the whole country to ‘re-write’ itself and the canonical representation of rural Scotland to fade away. Many studies describe how globalisation—the global integration of the economic, political, and cultural domains of society—transforms party competition in Western Europe. At the citizen level, however, our knowledge about globalisation attitudes and their electoral consequences remains limited. Using data from a large-scale panel survey of the German public, we show that, first, citizens hold stable rather than fluid attitudes towards the concept of globalisation. Abstract Election campaigns are institutionalized conflicts which are carried out in and through the mass media. Success and defeat in these conflicts depend upon the communication strategies of the parties and on the reactions of the journalists. In the election campaign of 1982–1983, the campaign manager of the Christian Democrats succeeded in altering the conflict over the new rental law into a conflict over the credibility of the SPD‐opposition. Thus, he created a counterpart to the criticism directed against the federal government. Māwardī and Machiavelli : Reflections on Power in their Mirrors for Princes

Abstract Despite their apparently contradictory views on religion’s role in statecraft, and despite being separated by both history and geography, Al-Mawardi and Machiavelli approach the question of political power in an unapologetically direct fashion. This paper interrogates their philosophies and the way in which their highly unstable social settings and their rather more stable religious traditions intersect in two of their key texts, The Ordinances of Government and The Prince, respectively. These texts demonstrate that even early Muslim tradition had a theory of impersonal governance, whereas 500 years later Europeans had by no means given up on narratives of personified power.

Decentralization projects, such as that initiated by the Rawlings government in Ghana at the end of the 1980s, create a political space in which the relations between local political communities and the state are re-negotiated. In many cases, the devolution of power intensifies special-interest politics and political mobilization aiming at securing a ‘larger share of the national cake’, that is, more state funds, infrastructure and posts for the locality. This article has a dual ambition: The first is to outline an institutional perspective on representation that may explore and explain the everyday balancing act of representation among government officials. The second ambition is to empirically illuminate dynamics of representation among crucial test-bed inside the European Commission, that of temporary officials.
