The preference for one option over another depends on how individuals within an organization perceive these opportunities and threats. In this article, we argue that individuals' identification with an organization's core aims and objectives constitutes a key determinant of this perception. We propose that stronger identification shifts individuals' attention towards potential threats rather than opportunities in the payoff distribution, encouraging avoidance of negative outcomes. The aim of the article is to present the General Government expenditure on public services in the European Union countries, including selected aspects of fiscal policy and public governance. In order to achieve this aim, the varius research methods are used. The data used in the study comes from the following databases: Eurostat, OECD, PORDATA. The survey covers the period of 2007–2016. These reforms have spread to Latin-American countries and include changes in governmental accounting systems, where the implementation of International Public Sector Accounting Standards (IPSASs) has been a stimulus for modernization. Purpose The purpose of this paper is to analyse the effectiveness of a quality improvement method in driving innovation in the public sector. The study expands on the concept of innovation and analyses the types and usefulness of the innovations observed. Design/methodology/approach The study utilizes an action research approach. Polarisation and Electoral Realignment: The Case of the Right-Wing Parties in Spain

The article analyses the consequences of elite polarisation at the mass level. We study the electoral re-alignment within the right-wing Spanish electorate in recent years, whereby support for the long-predominant Partido Popular has been eroded dramatically to the benefit of new challengers. Measuring ideological polarisation at the party system level and at the individual level, we show how the polarising strategy implemented by the liberal Ciudadanos - and imitated by PP - to gain support from the right-wing electorate paved the way for a massive transfer of conservative voters to the radical-right Vox.
