LinguAPP: An m-Health Application for Teledentistry Diagnostics

An Android/iOS application for low-cost mobile devices to aid in dental diagnosis through questionnaire and photos is presented in this paper. The main purposes of our app lie in the ease of use even for nonexperienced users, in the limited hardware requirements that allow a wide diffusion, and in the possibility to modify the questionnaire for different pathologies. This tool was developed in about a month at the beginning of the COVID-19 (SARS-CoV-2) pandemic and is still in use in Italy to allow support to patients without going to the hospital, if not strictly necessary.

The article deals with the notion of personal freedom as it is regulated by art. 13 of Italian Constitution, drawing the main differences with other fundamental rights, in particular with the freedom of movement (art. 16 Cost.). One of the keys to overcoming the COVID-19 pandemic is the development of the vaccine in order to immunize the population. In addition to the medical complications to obtain the vaccine, we highlight the presence of other problems, such as the dissemination of fake news that add difficulties to overcoming the global problem, especially due to its incidence in the field of anti-vaccine movements, which have developed, with special presence in Italy in recent years. For this, we warn of the need to be prepared to overcome the two pandemics that are developing in parallel, the one caused by the virus and the one generated by the fake news.

The recent legislative measures and practices introduced in Italy in the filed of migration have highlighted many of the juridical problems that the current sanitary crisis is posing, especially with regard to the relationship between state of emergency and constitutional rights, also with regard to the State's obligations under international law. This paper analyses the interventions implemented in Italy in the field of immigration during the covid-19 emergency. The way in which they affect constitutive principles and fundamental rights, by opposing them to collective purposes is considered. The legal notion of “place of safety” is deepened to highlight the problematic nature of the Interministerial Decree 7 April 2020, n. 150 in terms of respect of fundamental rights and international law. A tasty piece of news that attracts the attention of the blasé public, multiplies the audience and goes on - far more than its subject - by very fast contagion: everyone wants it, everyone is looking for it. For what reason? Quickly said: because it is imprudent to deny its scope, to downplay its nature and value. Who dares to throw water on the fire when, even for a very small percentage, there could be a chain death?
