Saksan liittopäivät hyväksyivät loppuvuodesta 2001 lain ydinenergian käytön vähittäisestä lopettamisesta. Laki pohjautui sopimukseen, jonka Saksan sosiaalidemokraattisen puolueen (SPD) ja Liittouma 90/Vihreiden muodostama punavihreä hallitus solmi energiateollisuuden edustajien kanssa kesäkuussa 2000. Euroopan suurin talousalue, joka tuotti lähes 30 prosenttia energiastaan ydinvoimalla, päätti siis 2020-luvun alkuun mennessä luopua kyseisestä energiamuodosta. Tutkimukseni tehtävänä on selvittää, mitä turvallisuusargumentteja käytettiin Saksan parlamentaarisissa debateissa, jotka koskivat atomivoimasta luopumista vuonna 2011 maaliskuusta kesäkuuhun, jolloin keskustelu oli vilkkainta. Alkupäivämäärä määräytyi Fukushiman ydinonnettomuuden mukaan ja loppupäivämäärän määritteli hetki, jolloin Saksan parlamentti, Bundestag, hyväksyi uusia lakeja liittyen ydinenergian käyttöön ja rajoittamiseen. The European Parliament (EP) has gained considerable new powers since it was first established in 1952. Why has this happened, and how should the powers the EP possesses be assessed? This article suggests a novel approach that focuses on inter-institutional micropolitics and the processes in which the EP obtained its powers rather than treaty changes at IGCs.
