In this paper we analyse the effect of constitutional structures over policy outcomes. In particular, we exploit the heterogeneity in parliamentary systems deriving from the presence and the use of the confidence vote to investigate whether stable and unstable parliamentary systems behave differently in terms of the policies they implement. This finer partition of parliamentary systems allows us to identify effects that are more robust than the ones previously discussed in the literature. This article analyses the draft of the final report prepared by Senator Giovanni Pellegrino, who from 1994 to 2001 chaired the ‘Parliamentary Commission of Inquiry on terrorism in Italy and on the causes of the failure to identify those responsible for the massacres’. The Multilingual Chamber of Deputies of Czechoslovakia in its Parliamentary Practice, 1920–1938 In addition to the two official languages of Czech and Slovak, German, Hungarian, Russian, Ukrainian, and Polish were allowed to be spoken as secondary languages in the lower house of Czechoslovakia’s parliament in 1920 in order to increase the acceptance of the new republic by the deputies of all national minorities. By swearing the oath in one of these languages, a deputy obtained the right to use this language in parliament.
