Urban Innovation Through Co-design Scenarios. Lessons from Palermo

2019

This paper aims to contribute to current research on learning through designing for urban innovation. It provides a framework methodology for a multidisciplinary ecosystem as a participatory method developed in the context of Mobility Urban Values (MUV), an EU Horizon 2020 project (2017–2020), that addresses the issue of behavioral change towards (more) sustainable mobility lifestyle in EU cities. The paper frames the MUV method through the combination of theories on collaborative urban planning and participatory design with a background rooted on governance of public participation, as the interplay between co-creation (thick participation) and co-design (thin participation). MUV participat…

Societal implications of sustainable energy action plans: from energy modelling to stakeholder learning

2019

This article investigates the potential impact of sustainable energy action plans (SEAPs) on local development through a two-step methodology involving participatory planning and quantitative analysis. The first phase relies on a participatory system mapping (PSM) approach and generates a causal structure at the basis of the urban model. In the second phase, we transform the qualitative map into a system dynamic model which evaluates the effect of the SEAP on social, economic and environmental indicators. This methodology was applied to the case of Cascina Municipality (Italy). Through scenario analysis, we show that some indirect feedback can harm the achievement of the 20% emission reduct…

The Necessary Integration of Green Infrastructures in the Public Transport Infrastructure Design

2021

The spatial planning of the new infrastructures for the urban mobility can provide the opportunity for the development of the urban green areas toward the condition of a healthy city. Elements such as architectural, heritage, and landscape centralities can lead to build a converging point between the two infrastructural systems of green and mobility. The development of the new urban railway lines in the city of Palermo (Italy) offers the chance to apply an integrated approach to the field. The local potentials of the biodiversity on one side and the fragmented landscape and environment systems on the other side build the framework for the development of a case study oriented to the enhancem…

A Practical Case of Participatory Meta-Action Research

2016

As already noted in the Introduction to this book, this chapter contains the only experimental contribution to this volume. Its basic purpose is to illustrate the degree of applicability of the most relevant concepts presented so far: namely, phenomenal forms, critical pedagogy, educational action research, and the pedagogical role of certain basic principles, and furthermore, to assess their potential to orient real situations of educational practice. Before the details of the specific research are presented, however, an introduction to the diverse forms of educational action research seems appropriate at this point, especially if this introduction is to help the reader to draw connections…

Examining a planning discourse

2004

The aim of Participatory Design (PD) is to involve the users in the design. Even though the research has shown the success of PD projects in empowering users, little has been said about PD practices within accountable organizations. To transfer PD practices to these business organizations, we need to understand design as an institutional discourse. This paper discusses a sequence of organizational planning interaction and demonstrates how a manager represents the issues within a planning frame and why other participants are unable to act within this frame. The users and even the designer were marginalized from the planning activity. It is postulated that balancing the existing institutional…

Una nueva forma de hacer política: dar la voz a la militancia ¿realidad o mera apariencia?

2020

Political parties have been accused of being controlled by an elite or caste that has looked more for their own interests than for general interests. A new way of doing politics and new parties has appeared whose stated objective has been to return the voice to the militancy, assuming that it had been kidnapped by the inbreeding elites of the parties. This paper analyses whether the parties, whose power has traditionally been built from top to bottom, have assumed this change that would mean that power flows from the bottom up or has simply taken a cosmetic operation that apparently responds to this new way of doing policy, although the power is still in the hands of a minority. Summary:1. …

Puppeteering as a metaphor for unpacking power in participatory action research on climate change and health

2021

The health impacts of climate change are distributed inequitably, with marginalized communities typically facing the direst consequences. However, the concerns of the marginalized remain comparatively invisible in research, policy and practice. Participatory action research (PAR) has the potential to centre these concerns, but due to unequal power relations among research participants, the approaches often fall short of their emancipatory ideals. To unpack how power influences the dynamics of representation in PAR, this paper presents an analytical framework using the metaphor of ‘puppeteering’. Puppeteering is a metaphor for how a researcher-activist resonates and catalyses both the voices…

Co-Production in the Context of Finnish Social Services and Health Care: A Challenge and a Possibility for a New Kind of Democracy

2016

Alongside the ongoing renewal process of the Finnish welfare state, the role of the citizens is also revisited. So far the attention has mainly focused on how the responsibility for service provision is shared between the public sector and the service users, while the role of public services as a part of the democratic system has been more or less ignored. Based on the results from a 3-year participatory action research project called KAMPA, this article will discuss if the development of co-production in the context of public welfare services shows the way forward toward a new kind of society where democracy is an inseparable part of the structures and procedures of the service provision. …
