Models of the Actuarial Balance of the Pay-As-You-Go Pension System: A Review and Some Policy Recommendations

2010

This paper reviews the two main methods used by government Social Security departments to draw up the socalled actuarial balance of the p ayasyougo pension system, focusing especially on results, methodology and actuarial issues. The specific models studied are those in the United States, Japan and Sweden, and their main differences and similarities are highlighted. The authors make some specific policy recommendations that would be of interest to public finance economists, social security actuaries and policy makers, and they suggest that international organizations (ISSA, the World Bank, the OECD and others interested in public pension reform) could be supportive in developing and enforci…

Estimation of the Combined Effects of Ageing and Seasonality on Mortality Risk: An Application to Spain

2021

Abstract Despite the overwhelming evidence that shows the persistence of intra-annual variations on demographic events (deaths, birth dates and migration flows), life tables are computed and provided on an annual basis. This paper develops a new estimator for estimating sub-annual death rates that, considering the exact moment of occurrence (exact age and day) of events, concurrently accounts for ageing and calendar fluctuations. This paper also shows how modelling the intra-annual variations of death rates, through specific seasonal–ageing indexes, can be used as a tool for constructing new sub-annual tables from annual tables. This new methodology is exemplified using a real database of S…

Non-Linear Hysteretic Instability in Rotating Machinery

2013

The destabilizing influence of the shaft hysteresis on the supercritical whirl of rotating machines can be efficiently counterbalanced by proper external dissipative sources in the supports and/or anisotropic suspension systems. The hysteretic effect may be treated either by dry or viscous models obtaining different but somehow similar results in the hypothesis of small dissipation levels. Thus the linear viscous assumption is often accepted as a crude approximation for a straightforward analysis of the whirling instability. Nevertheless the internal friction should be regarded most likely as non-linear and could be approximated for example by Coulombian models taking thus into account also the releasing effect of some shrink-fit coupling present in the mechanical assembly.

Old-age protection for women in the Spanish pension system

2013

The example of Spain confirms the common view that contributory pension systems reproduce inequalities between the sexes that result from the nature of labour market structures and the sharing of family responsibilities. In general, women who stay at home are not entitled to their own pensions and are dependent on benefits of lower value such as survivors' pensions (derived entitlements) or non-contributory pensions. In turn, women who work outside the home accrue lower entitlements than men and, consequently, lower old-age or disability pensions (personal entitlements). The purpose of this article is to examine the figures for pension distribution by sex in Spain, review some of the pensio…

Obowiązkowa część systemu emerytalnego - jaka będzie wysokość emerytury przeciętnego Polaka?

2018

Study Regarding the Effects of Demographic Transition on Labor Market and Public Pension System in Central and Eastern Europe

2020

Abstract Population and the quality of labor force are the “strengths” features’ that ensure socio-economic development of a country. The last decades can be characterized as a transitional period, in which countries of European Union and especially the countries of Central and Eastern Europe are facing a demographic decline. Reduced birth rate, ageing and migration are factors’ which create a lot of pressure, both on labor market and public pension systems, items correlated with the population structure. In this paper we have presented the demographic situation and the size of migration in five countries of Central and Eastern Europe. The direct linkage between population structure, labor …
