Will it Last? An Assessment of the 2011 Spanish Pension Reform Using the Swedish System as Benchmark

2012

The aim of this paper is to make an assessment of the 2011 reform of the public pension system in Spain using the Swedish pension system as a benchmark, although some reference to the US pension system is also made. The paper focuses on the reform, explaining its aims, breaking down the main contents, critically examining the official view and describing the expected ageing of the Spanish population. This approach complements the quantitative analyses performed by other researchers and will enable us to assess the reformed system with the focus on four main areas: actuarial fairness, actuarial transparency, solvency and communication with the public. The main conclusion is that the reform w…

A LEGAL OPINION ON WHETHER A PERSON PERFORMING THE FUNCTION (CHURCH OFFICE) OF THE ECONOMIST OF THE POLISH BISHOPS’ CONFERENCE SATISFIES THE CONDITIO…

2019

Przedmiotem opinii jest udzielenie odpowiedzi na pytanie: czy osoba pełniąca funkcję (urząd kościelny) Ekonoma Konferencji Episkopatu Polski wypełnia przesłankę określoną w przepisie art. 44 ust. 3 ustawy z dnia 28 sierpnia 1997 r. o organizacji i funkcjonowaniu funduszy emerytalnych, czyli należy do kręgu tzw. „osób zależnych”? Przeprowadzona analiza stanu prawnego i faktycznego w tym konkretnym przypadku doprowadziła do konkluzji, że sam fakt bycia Ekonomem KEP nie powoduje, że ziszcza się negatywna przesłanka z art. 44 ust. 3 ustawy o organizacji i funkcjonowaniu funduszy emerytalnych. Ponieważ jednak osoba wykonująca funkcję Ekonoma KEP pozostaje równocześnie w stosunku pracy z jednostk…

Should a Survivorship Dividend Be Included in Notional Defined Contribution Accounts (NDCs)?

2013

The aim of this paper is to analyse the role of the survivor dividend in notional defined contribution (NDC) pension schemes. With this aim in mind, we first extend the model developed by Boado-Penas & Vidal-Melia (2014) by allowing for changes in the growth of the active population. We then compute the effect of the survivor dividend on the relationship between the individual’s internal rate of return for contributors who reach retirement age and the system’s internal rate of return. Finally we develop the main entries to include on the system's actuarial balance sheet. The model endorses the idea that the survivor dividend has a strong basis for enabling the NDC scheme to achieve financia…

The Public Pension Systems and the Economic Crisis

2020

Concern about the long-term sustainability of European public pension systems has been a permanent feature for decades due to the unstoppable ageing of the population, but demographic change is not the only factor of concern. A deep economic and financial crisis has been added to this structural problem, whose impact on economic growth and job creation has further aggravated the situation. The combination of these two challenges has created a “perfect storm”, which is forcing most European countries to introduce far-reaching reforms in their pension systems with the aim of ensuring their sustainability. This chapter analyses the main measures that the different EU-28 countries have addresse…

Tax Incentives as a Part of Governments’ Applied Mechanisms for the Third Pension Pillar in Estonia, Latvia, and Lithuania

2020

The main objective of the improvements to public pension systems is to create a balanced three-pillar pension structure and increase public accountability for pension capital formation. Most pension systems are based on the first two pension system pillars – mandatory contributions in the state compulsory unfunded pension scheme and the state-funded or accumulated pension scheme in pension funds. However, the pension level adequacy has been reached by adding the third pension system pillar - voluntary investments in private pension funds. Governments are private pension system policymakers by defining a legal framework and providing tax incentives for voluntary investments for retirement. I…
