Background: In 1994, the African National Congress identified early childhood development as a potential strategy to redress the inequalities of apartheid, however, two and a half decades later, poverty still persists, and South Africa is one of the most unequal countries in the world. AbstractPolicy for young children in South Africa is now receiving high-level government support through the ANC’s renewed commitment to redress poverty and inequity and creating ‘a better life for all’ as promised before the 1994 election. In this article, I explore the power relations, knowledge hierarchies and discourses of childhood, family and society in National Curriculum Framework (NCF) as it relates to children’s everyday contexts. The COVID-19 pandemic exposes uncertainty, instability and glaring inequality that requires urgent global policy decisions. Historically, bureaucrats regard uncertainty as the enemy and look for tested solutions (Stevens, 2011). Education systems in Francophone African countries are undergoing major reforms, consequence of the international commitment to achieve Universal Primary Education (UPE) by 2015. Teachers' recruitment is among the most important reforms for at least two reasons: first, various researches presented it as necessary otherwise UPE will not be achieved; second, the alternative policy proposed is unpopular as new teachers are recruited with lower qualification, receive lower salaries and have a less secure job position. Making the case for policy : persuasiveness in higher education, science and technology policy discourse

Policy texts present problems, propose solutions to those problems and persuade multiple audiences of the legitimacy of the proposed problems and solutions. The rhetorical analysis of two decades of higher education and science and technology discourse in Finland, Germany, UK, Portugal and USA highlights the discursive elements that contribute to persuasiveness of policy, construe it as rational and logical, and create a sense of urgency in bringing it about. I argue that the analytical and hortatory registers of policy discourse foreground competitive and hierarchical relations of countries and their higher education systems.
