Information Integration, Coordination Failures, and Quality of Prescribing

2020

Poor information flows hamper coordination, potentially leading to suboptimal decisions in health care. We examine the effects of a nationwide policy of information integration on the quality of prescribing. We use the rollout of an electronic prescribing system in Finland and prescription-level administrative data. We find no effect on the probability of co-prescribing harmful drug combinations in urban regions. In rural regions, this probability reduces substantially, by 35 percent. The effect is driven by prescriptions from unspecialized physicians and from multiple physicians. Improving the local information environment thus enhances coordination and narrows differences in the quality o…

Employees’ adherence to information security policies: An exploratory field study

2014

The key threat to information security comes from employees who do not comply with information security policies. We developed a new multi-theory based model that explained employees' adherence to security policies. The paradigm combines elements from the Protection Motivation Theory, the Theory of Reasoned Action, and the Cognitive Evaluation Theory. We validated the model by using a sample of 669 responses from four corporations in Finland. The SEM-based results showed that perceived severity of potential information security threats, employees' belief as to whether they can apply and adhere to information security policies, perceived vulnerability to potential security threats, employees…

Spatially dynamic forest management to sustain biodiversity and economic returns.

2014

Production of marketed commodities and protection of biodiversity in natural systems often conflict and thus the continuously expanding human needs for more goods and benefits from global ecosystems urgently calls for strategies to resolve this conflict. In this paper, we addressed what is the potential of a forest landscape to simultaneously produce habitats for species and economic returns, and how the conflict between habitat availability and timber production varies among taxa. Secondly, we aimed at revealing an optimal combination of management regimes that maximizes habitat availability for given levels of economic returns. We used multi-objective optimization tools to analyze data fr…

Issues in e-learning quality assurance

2011

As a decisive factor, the future of any discipline rests on quality, and e-learning is no exception. Due to its multidisciplinary nature, the contribution from various fields such as education, technology, and economy are needed to achieve quality, thereby creating rich learning experience. Undertaking such a task is challenging according to Pawlowski and Ehler (2006) because "it is necessary to find a valid perspective and definition of quality. This requires an answer to the question for which processes of educational scenario quality development has to be carried out, which quality and according to which perspective it is defined." Being diverse and situational/context dependent, there s…

Government policy failure in public support for research and development

2014

peer-reviewed Promoting Research and Development (R&D) and innovative activity is a key element of the EU Lisbon Agenda and is seen as playing a central part in stimulating economic development. In this paper we argue that, even allowing for benevolent policy-makers, informational asymmetries can lead to a misallocation of public support for R&D, hence government policy failure, with the potential to exacerbate preexisting market failures. Initially, we explore alternative allocation mechanisms for public support, which can help to minimize the scale of these government policy failures. Of these mechanisms (grants, tax credits, or allocation rules based on past performance), our results sug…

Työura : yksilön valintoja vai monimutkaista kehkeytymistä?

2019

Artikkelissa tutkimme työurien kaaosteorian potentiaalia yhä moninaisemmiksi muuttuvien työuri-en ymmärtämisessä sekä työurien ja koetun terveyden välisten kytkösten hahmottamisessa. Kaaos-teoria tuo esiin työurien erilaiset muodot ja niitä värittävät monenlaiset epävarmuudet, satunnaisuu-det ja siirtymät. Aineistomme muodostuu kahdestatoista pohjoiskarjalalaisen miehen haastattelusta.

Dynamic Sustainability. Sustainability Window Analysis of Chinese Poverty-Environment Nexus Development

2015

Sustainability Window is a new analysis tool for assessing the sustainability of development simultaneously in all of its three dimensions (environmental, economic, and social). The analysis method provides information of the maximum and minimum economic development that is required to maintain the direction of social and environmental development towards more sustainable targets. With the Sustainability Window method it is possible to easily analyze the sustainability using different indicators and different time periods making comparative analyses easy. The new method makes it also possible to analyze the dynamics of the sustainability and the changes over time in the width of the window.…

Global, National, or Market? Emerging REDD+ Governance Practices in Mozambique and Tanzania

2016

This article examines emerging governance practices in the REDD (Reducing Emissions from Deforestation and Forest Degradation) initiative. We examine three different general governance practices (neoliberal, post-national, and government-led practices) that have been applied in the interaction between international organizations and two REDD target countries: Mozambique and Tanzania. In these countries, we find that emerging REDD+ governance practices are a mixture of international organizations’ procedural practices and the target country’s established governance practices, whereas neoliberal practices are weakly expressed. These findings call into question the simplified assumption of re…

Enterprising Culture : Discourses on Entrepreneurship in Nordic Cultural Policy

2017

ABSTRACTThe sphere of arts and culture has been going through a process of economic reevaluation during the last few decades. Parallel to the rise of a creative economy discourse, which both in its political and scientific forms has highlighted the economic significance of culture and arts, entrepreneurship has become a feature in the cultural policy of many countries. In this article, we compare how entrepreneurship is established and used as a concept in cultural policy discourses in two Nordic countries, Norway and Finland. Through analyzing policy plans and documents, we discuss what is seen as positive cultural or artistic activity in the framework of entrepreneurship, and we identify …
