Urban poverty: Measurement theory and evidence from American cities

AbstractWe characterize axiomatically a new index of urban poverty that i) captures aspects of the incidence and distribution of poverty across neighborhoods of a city, ii) is related to the Gini index and iii) is consistent with empirical evidence that living in a high poverty neighborhood is detrimental for many dimensions of residents’ well-being. Widely adopted measures of urban poverty, such as the concentrated poverty index, may violate some of the desirable properties we outline. Furthermore, we show that changes of urban poverty within the same city are additively decomposable into the contribution of demographic, convergence, re-ranking and spatial effects. Impact of the Agent’s Environment on Discretion in the Field of EU Conflict Resolution

2017

Employing an agent–principal perspective on EU conflict resolution and focusing on the politics of discretion, we argue that the context in which the agent acts affects the principal–agent relation. Our conceptualization draws on the agent’s actions as a source of discretion, which can be either an unintentional product of the characteristics of the external environment in which the agent performs (structure-induced discretion) or a product of intentionally pursued agent action (interest-induced discretion). Identity and Agency in Professional Learning

This chapter elaborates professional learning from two complementary perspectives, namely professional identity and agency. Starting with the conceptualization of identity and agency, the chapter illustrates how professional identity and agency are intertwined with workplace learning at the individual and social levels. In theoretical terms we adhere to a subject-centred socio-cultural approach. It’s a matter of confidence. Institutions, government stability and economic outcomes

In this paper we analyse the effect of constitutional structures over policy outcomes. In particular, we exploit the heterogeneity in parliamentary systems deriving from the presence and the use of the confidence vote to investigate whether stable and unstable parliamentary systems behave differently in terms of the policies they implement. This finer partition of parliamentary systems allows us to identify effects that are more robust than the ones previously discussed in the literature.
