Political parties have been accused of being controlled by an elite or caste that has looked more for their own interests than for general interests. A new way of doing politics and new parties has appeared whose stated objective has been to return the voice to the militancy, assuming that it had been kidnapped by the inbreeding elites of the parties. This essay discusses the views of Peter Olivi (ca. 1248-98) on the foundations of political power and agency. The central argument is that there is a strong connection between Olivi’s voluntarist psychology and his views concerning political power. According to Olivi, political power is ultimately based on the will of God, but in such a way that both the rulers and their subjects have, through their individual freedom, the liberty to use their share of power as they will. In this chapter, the author politicizes the ontological dimension of EU studies. He discusses ontology’s power to determine the real by analyzing some of its unformulated presuppositions and the links with knowledge and action. He argues that key European institutions like the European Commission do not change only because of institutional dynamics but also in relation to transnational interplays of differentiated agents operating simultaneously in multiple social spheres. Power, Institutions, and Periphery: What Can a Small University College Do?

Higher education institutions (HEIs) are seen as key sources for innovation, global competitiveness, and regional development despite their location. The chapter discusses the institutionalised practice of an HEI located in a peripheral region with many regional development challenges. The main finding is that the HEI acted as a powerful political actor in the region but within the educational path. It was taken for granted that the HEI should not engage in regional development efforts by the HEI and regional actors in the region. This behaviour is explained as a result of an institutional control mechanism that governs how HEI should practise their role.
