In 1999, Vaira Vikṃe-Freiberga became the first woman president elected in Latvia, as well as the first female executive to assume that office in the post-communist Central and East European region. She was elected by the democratic unicameral legislature and completed two terms in office. The Selection and Deselection of Technocratic Ministers in Democratic Spain

This chapter analyses the presence of non-political ministers in the Spanish cabinet in the democratic period since 1977, where one out of five ministers did not belong to the ruling party at the time of her appointment and one out of three can be considered as a non-political minister. By observing the selection and deselection of these individuals, it shows the cabinet dynamic behind the ministerial appointments and the differences between the more political type of ministers and those coming from outside political pathways. This article examines processes of authenticating and selling handicrafts at the conjuncture of cultural pride and economic profit in two peripheral sites (Finnish Sámiland and rural Québec), under shared conditions of late capitalism and globalising political economies. These conditions (re)structure traditionalist and modernist discourses about artisans' historical bodies, their connections to the local land (nature), and how they interactionally authenticate and sell their products through language. The chapter offers an overview of the main features of executive politics in democratic Spain. Adopting a core executive approach, it focuses on the actors and the processes defining the interaction and the power relationship between the prime minister, the ministers, and the cabinet at the national level. Steen-Johnsen applies Brewer et al.’s understanding of scope of opportunities as access to strategic social spaces, when assessing what religious peacebuilders can do in various political contexts. She outlines how Ethiopian religious leaders are only able to engage in peacebuilding activities which are acceptable to the regime, such as proffering a coexistence discourse. They illustrate that politics can be examined in the various forms it takes and using a variety of approaches. A new list and prioritization of wild plants of socioeconomic interest in Italy: toward a conservation strategy

Wild harvested plants (WHP) and crop wild relatives (CWR), part of the segment of natural diversity that is collectively known as ‘Plant Genetic Resources’, have great socioeconomic importance for humans because they are used either directly or in crop breeding. In order to lay down a solid base for constructing conservation strategies for Italy, an updated annotated list of CWR and WHP was produced for the country including information on known uses. Taxa included in the list were then prioritized using a pragmatic approach based on their value, native status, and need of protection or monitoring.

Decisions on priority setting and rationing in health care have both informational and distributional aspects, which is why they require expert knowledge and specialised bodies on the one hand and democratic consent on the other hand. The paper presents normative criteria for the evaluation and empirical categories for the description and comparison of respective bodies. As procedural decisions always have implications for resulting distributional decisions, the bodies charged with priority setting and rationing decisions must be subject to democratic institutional design.
