In this article I describe the results of a questionnaire survey done on non-dominant language writers in Finland, and reflect this on the criteria by which a professional artist has been traditionally defined in Finland. The background data consists of reports and studies on artists' social standing conducted by Arts Promotion Center Finland, Cupore and the Finnish Writers' Union.
 There were 31 responses to the study from non-dominant language residents of Finland who identify themselves as writers. The article contributes to the genealogy of current tendencies in crisis governance by reconstructing Michel Foucault’s analysis of the application of the notion of crisis in 19th-century psychiatry. This analysis complements and corrects Reinhart Koselleck’s history that viewed crisis as originally a medical, judicial or theological concept that was transferred to the political domain in the 18th century. In contrast, Foucault highlights how the psychiatric application of the concept of crisis was itself political, conditioned by the disciplinary power of the psychiatrist. In this article we argue that the role of intellectuals was essential (1) in the formation of Finnish cultural policy and (2) for the development of national cultural administration and public arts subsidy system in the country in the period leading up to World War II. The actions of the intellectuals can be considered as political choices in a contingent sociopolitical realm, and arts as an essential part of the signifying system. Arendt’s concept of experience can contribute in important ways to the contemporary debates in political and feminist theory. However, while the notion is ubiquitous in Arendt’s thinking we lack an understanding of experience as a concept, as opposed to the impact of Arendt’s personal experiences on her thought. Drawing from her notes for “Political Experiences in the Twentieth Century,” the article seeks to enrich our understanding of the Janus-faced character of political experience. Rather than trying to exhume the legacy of the Martiniquan thinker, the novel proposes to set Fanon’s thought in motion, allowing it to unfold before the reader’s eyes. Thus summoned up, the archive assumes an eminently political role.
