The 2011 election in Rhineland-Palatinate was a political earthquake: Following a string of political scandals, the SPD lost almost ten percentage points of their support, while the CDU could hardly improve on their disastrous 2006 result. The FDP is no longer represented in the state parliament. The Greens more than tripled their last result, allowing them to enter a coalition with the SPD for the first time. Analyses at the municipal level show that the party improved most in their urban strongholds while still showing a (relatively) weak performance in rural areas. Historical studies can be carried out at museums, institutes and universities, and professional communities. The type of history study funding can also vary. PurposeThe purpose of this paper is to provide a current state of the art of government communication in The Netherlands which can help to promote a dialogue about how communication quality in this field can be improved further.Design/methodology/approachIn 2006 a survey was conducted for the second time to trace the communication trends in ministries, provinces, municipalities and water boards. The survey was set up in association with sector representatives and it is implemented every two years. This article analyses exposure to different sources of campaign information, and their effects on citizens' feeling of being informed about referendums. The analysis is based on an innovative rolling panel study that allows for a rigorous tracking of campaign dynamics in the run-up to the referendum. Using a referendum on a large-scale infrastructure project in the German state of Baden-Wurttemberg, empirical findings show that official information provided by the government had the greatest effect in reaching citizens and also had the strongest impact on their feeling of being informed. The fiftieth anniversary of Madagascar's independence in 2010 took place in the midst of political crisis. The transitory government staged large public parties to mark the Jubilee. Despite a public discussion about legitimacy and justification of this fact, the national holiday was lavishly celebrated. In Madagascar, Independence Day is also an important family event and emphasis was put on private celebrations including family feasts and reunions. As a result, it enhanced the participants' emotional attachment to their personal and local face-to-face milieu. On Justifying Legal Paternalism

Paternalism, understood as coercive intervention with the behavior of a person in order to prevent her from causing harm to herself, is a highly controversial issue, because it implies a departure from the widely recognized principle of harm to others. Some conceptual differences between legal paternalism and other forms of state coercion that also depart from the principle of harm to others will be indicated. This is followed by an analysis of the arguments that are usually brought forth against legal paternalism. And finally, the possibility of determining ethically justifiable types of legal paternalism is explored.

Abstract The conservation of ancient paintings sited in humid environments is an actual challenge for restorers, because it needs the knowledge of the materials the paintings are made up and of their interaction with a peculiar surrounding environment; thus, tailored procedures and strategies aimed at restoring and preserving paintings are necessary.
