Local State-Society Relations in Latvia

The Latvian case of local state-society relations includes an analysis of local action groups, public councils, and advisory councils. Concerning these networks, the intensity and dynamics of interaction between the local state and society in Latvia and the locally induced variation between cities and rural areas are explored. The autonomy, the coherence, and the relevance of the analyzed networks are medium and high, and they are labeled accordingly as consociational or collaborative.

A growing body of literature has explored the impact of ethnic fractionalisation on long-term development outcomes. This chapter explores the way ethnic identities relate to the dynamics of exclusion by focusing on attitudes towards a multi-ethnic state and ethnically mixed living in post-independence Kosovo. This study is based on a survey (face-to-face interviews) of 1,367 respondents carried out in Kosovo 4 months after it proclaimed independence. In the last 15 years, scholars have increasingly applied Axel Honneth’s recognition theory to global issues such as justice, poverty, solidarity, peace, cosmopolitanism, and climate change. UNHCR estimates that there are currently 12 million stateless people worldwide. Their citizenship rights and human rights are mis-recognized. As humans, their human rights and human dignity should be protected. However, this requires being a citizen of a state, which, by definition, excludes stateless people.
