Security in Niamey : an anthropological perspective on policing and an act of terrorism in Niger

ABSTRACTThe abduction of two Frenchmen in January 2011 in Niamey's supposedly most secure neighbourhood has led many to question the functioning of the city's security apparatus. This paper analyses Niamey's security landscape, initially from an historical and then from a spatial perspective. It argues that for a comprehensive analysis of security, we must first decentre our perspective on security construction, and thus take informal non-organised modes of policing just as seriously as policing by state and vigilante organisations; and second, take into account the inseparability of sociality and security, a fragile balance of trust and acceptable risk. In this chapter, Keith Breen and Onni Hirvonen examine the case for democratic worker voice based on the republican ideal of freedom as non-domination. While not unconvincing, this case is primarily consequentialist in character and therefore open to significant empirical disagreement. Indeed, together with republican arguments for democratic worker voice, there are republican arguments for worker voice that reject workplace democracy, republican arguments that see state regulation plus a universal basic income (UBI) as sufficient for minimizing workplace domination, and republican arguments that focus exclusively on exit rights and are hostile to augmenting workers’ voice. The Cathedral of Palermo was built by the Norman Kings, in the place where a mosque had been erected by the muslim governors of Sicily. In this chapter, Steen-Johnsen presents a study of religious peacebuilding in Ethiopia to depict how religious peacebuilders are affected by the political strategies of state authorities related to civil society. She outlines how Ethiopian politics have been historically dominated by an Amhara-Orthodox elite. This dominance persists in contemporary political life in Ethiopia. Steen-Johnsen argues that it is necessary not only to consider the political strategies of a state related to the civil sphere, but also to study the enactment of these strategies in state–religious relationships. By drawing upon empirical data from Ethiopia, Steen-Johnsen shows how the political authorities in this context exert subtle and more open strategies to control political mobilization when religious actors engage in peacebuilding.
