In-work benefits for married couples: an ex-ante evaluation of EITC and WTC policies in Italy

This paper investigates labor supply and redistributive effects of in-work benefits for Italian married couples using a tax-benefit microsimulation model and a multi-sectoral discrete choice model of labor supply. We consider two in-work benefit schemes following the key principles of the Earned Income Tax Credit (EITC) and the Working Tax Credit (WTC) existing in the US and the UK, respectively. The standard design of these in-work benefits is however augmented with a new benefit premium for two-earner households in order to overcome the well-known disincentive effects that these welfare instruments may generate on secondary earners. While the challenges facing the young unemployed are well documented, far less is known about economic inactivity and its propensity to impact to a much greater extent on the lives of young women. Although young adulthood is known to be a time of uncertainty and vulnerability, there has been little research into the incidence of poverty among young people. This report aims to fill this knowledge gap. More life-changing transitions occur during the young adult years than at any other time in people’s lives. ABSTRACTThis article studies poverty persistence and the role of social security programmes on poverty among elderly in the US. We use a Latent Markov model to disentangle unobserved heterogeneity and state dependence. Because of its dynamic nature, unobserved heterogeneity is modelled to vary over time. This allows to capture different latent states of poverty that change over time. Result indicates the existence of three unobserved types evolving over time according to their propensity to be poor.
