Social innovation is a process in which local communities build social and cultural capital to address challenges and social needs. The diffusion of social innovation requires compelling narratives that encourage people to join them. Using qualitative techniques and a multiple case study methodology, this paper examines the content of narratives of social innovation in rural areas and how actors construct, spread and change them. This article explores Finnish LGBTIQ+ people’s break-ups. The long battle for equal rights has placed LGBTIQ+ people’s relationships under pressure to succeed. Previous studies argue that partners in LGBTIQ+ relationships try to appear as ordinary and happy as possible, and remain silent about the challenges they face in their relationships. Consequently, they may miss out on opportunities to receive institutional and familial support. Human rights actors form networks and debate in issue arenas to find solutions to violations. Framing can be used to create and increase issue salience as well as organisational importance, thus influencing power relations and the human rights debate.
