Making progress against cancer in Europe in 2008.

2008

Europe is facing a cancer epidemic, with rapidly increasing incidence rates. Population growth and ageing will further increase the annual number of new patients with cancer. Cancer is a huge and growing contributor to the burden of disease and premature death within the European Union (EU). One in four of all deaths in the EU is attributable to cancer, and in the age range 45-64 years, the figure is almost one in two deaths. The 27 EU Member States differ greatly in cancer incidence, mortality and survival. Yet at least one-third of the cancer burden is preventable and a further third can be detected early and treated effectively, even on the basis of existing knowledge. "Cancer", however,…

Current state of genomic policies in healthcare among EU member states: results of a survey of chief medical officers

2016

Abstract Background A need for a governance of genomics in healthcare among European Union (EU) countries arose during an international meeting of experts on public health genomics (PHG). We have conducted a survey on existing national genomic policies in healthcare among Chief Medical Officers (CMOs) of the 28 EU member states, plus Norway. Methods A questionnaire was sent to CMOs after a meeting on the policy implications of PHG held during the Italian presidency of the Council of EU in 2014. The survey was closed in November 2015. Results CMOs response rate was 65.5% (19/29). Twelve (63.2%) reported that their countries had a policy for genomics in healthcare in place, and 15 (78.9%) rep…

Maoism and Postmodernism

2015

In this essay I discuss the emergence of the Mao cult during the Cultural Revolution in China and its appropriation in cultural revolutions in Europe and the United States to show how this image resonated with similar cults of popular icons in the West and lent itself to the formulation of theories and practices of postmodernism. The image quality of these cults facilitated the rise of the Mao-craze in the late 1980s and 1990s when political pop productions of Mao by Chinese artists emerged in New York and were then transplanted to China where they met with transfigurations of Mao’s legacy in the People’s Republic. The final stage of postmodern variations of Mao is reached with the presiden…

National Preferences and the European Union Presidency: The Case of German Energy Policy towards Russia*

2011

This article analyses the formation and development of Member State preferences and positions before and during the European Union (EU) Presidency term. The empirical analysis focuses on the Federal Republic of Germany's policy concerning EU–Russian relations, especially regarding energy policy. The extent to which liberal intergovernmentalism (LI) furthers our understanding of state behaviour in the context of the EU Presidency is questioned. The findings suggest that LI adequately explains the formation of German positions prior to assuming office, as its policy objectives are chiefly influenced by domestic producers' interests. However, LI cannot satisfactorily account for German governm…

Constitutionalism and the Presidency in the Russian Federation

2003

The Russian president, Vladimir Putin, has emphasized the idea that the state should be a leading actor in post-Communist reconstruction. This chapter argues that constitutionalism, in the narrow meaning of the rule of law in the political process, coexists with a mildly authoritarian, state-oriented presidential regime such as the Russian Federation under Vladimir Putin. In Russian discourse, political reconstruction has been seen as cynical ‘political technology’ and Putin’s way to power is the primary example of such a kind of technology. The constitution and its interpretation by the Russian Constitutional Court give vast powers to the president. Under Yeltsin some attempts by the Duma …

Second chamber, ‘congress of ambassadors’ or federal presidency : Parliamentary and non-parliamentary aspects in the European Council's rules of proc…

2015

SUMMARYThe development of the European Union (EU) regime, with the frequent changes of institutions and their competencies by treaty revisions, allows for new opportunities for parliamentary studies. This article discusses the role and competencies of the European Council (EC) in the EU regime, using the heuristic and methodological resources of procedural commentaries, parliamentary rhetoric, conceptual history and political regime analysis. This study is a textual analysis, based on the 2009 Lisbon Treaty and especially on the EC's rules of procedure. The Lisbon Treaty and the respective rules of procedure serve as key documents that fix the rules, the framework and the margin of manoeuvr…

A Functional Analysis of the Finnish 2012 Presidential Elections

2016

This study applied the functional theory of political campaign discourse, developed for political campaigns in the United States to two televised presidential debates in the 2012 presidential elections in Finland. Acclaims were the most preferred statement by the candidates, with agreements being the least preferred. Policy was discussed more than character during the debates. General goals and ideals were used more frequently to acclaim than to attack. Results are generally consistent with the results of previous studies of presidential elections in the US and other countries. However, differences did emerge: the classical functional categories were supplemented by a new category, the role…

Mathematical Publishing in the Third Reich: Springer-Verlag and the Deutsche Mathematiker-Vereinigung

2000

Stiss. He was known to take interest in DMV affairs and they believed his views coincided with those current at the DMV board, in other words, with their own. Stiss had been a pupil of Ludwig Bieberbach (1886-1982), who in the Third Reich propagated an anti-Semitic, racial theory of Deutsche Mathematik and led a group of National Socialist mathematicians strongly opposed to the DMV. The DMV board hoped that Stiss might be able to reconcile his former teacher with the DMV, or at least safeguard it and its politics against the threat of political attack from Bieberbach's faction. In addition, Stiss had recently become a member o f the Nazi Party (Nationalsozialistische Deutsche Arbeiterpartei…
