STREAMLINING THE BUDGET PROCESS BY PRIORITIZING PUBLIC INVESTMENT PROJECTS

2014

The substantiation of the state budget for 2014 has also considered some measures to improve budget planning activities by prioritizing public investment projects. The prioritizing approach of public investment projects in the budget process is a particularly important and complex one, involving a set of coherent and responsible evaluation, selection and prioritization activities of such projects based on a well defined prioritizing criteria and mechanism. It was started in 2012, unfortunately not as an undertaking of public decision makers in Romania, but as a requirement of the World Bank and International Monetary Fund in order to improve the budget process. The reason is the fact that n…

Administration of care to older patients in transition from hospital to home care services: Home nursing leaders' experiences

2013

Published version of an article in the journal: Journal of Multidisciplinary Healthcare. Also available from the Publisher at: http://dx.doi.org/10.2147/JMDH.S51947 Open access Background: Older persons in transition between hospital and home care services are in a particularly vulnerable situation and risk unfortunate consequences caused by organizational inefficiency. The purpose of the study reported here was to elucidate how home nursing leaders experience the administration of care to older people in transition from hospital to their own homes. Methods: A qualitative study design was used. Ten home nursing leaders in two municipalities in southern Norway participated in individual inte…

The purpose of the study reported here was to elucidate how home nursing leaders experience the administration of care to older people in transition from hospital to their own homes. Methods A qualitative study design was used. Ten home nursing leaders in two municipalities in southern Norway participated in individual interviews. The interview texts were audio taped, transcribed verbatim and analyzed by use of a phenomenological-hermeneutic approach. Results Three main themes and seven subthemes we…

Development of an Agile Requirements Risk Prioritization Method : A Design Science Research Study

2023

The practice of information systems development (ISD) has changed during the past two decades from very structured approaches to agile ISD methods. However, many methods available for managing requirements-related risks in the literature follow the structured way of doing ISD. If any, few methods offer solutions to prioritize requirements risks for agile ISD projects based on recognizing requirements-related risks and patterns to mitigate these. To fill this gap in the literature, we apply the design science research methodology to develop an agile requirements risk prioritization method together with industry experts (n=54) in Finland and New Zealand in a multi-year study. The method was d…

Prioritization of Alternatives with AHP Plus Response Latency and Web Surveys

2013

Purpose: Overcome some drawbacks of the widely applied Analytical Hierarchy Process (AHP) related to the use of a rating scale for respondent’s judgments and propose a new method to prioritize alternatives based on web surveys. Methodology/Approach: We use the response latency, i.e. the time taken to make a decision, to replace the rating scale in the pairwise comparisons which is a fundamental part of the AHP procedure. A method combining the AHP with a mathematical model for the response latency is proposed in the paper. Findings: Eliminating the rating scale and leaving only the “take the best” task alleviates the respondent and makes the survey much faster and intuitive. Moreover the re…

Combining spatial prioritization and expert knowledge facilitates effectiveness of large-scale mire protection process in Finland

2020

Conservation resource allocation involves a complex set of considerations including species, habitats, connectivity, local to global biodiversity objectives, alternative protection and restoration actions, while requiring cost-efficiency and effective implementation. We present a national scale spatial conservation prioritization analysis for complementing the network of protected mires in Finland. We show how spatial prioritization coupled with regional targets and expert knowledge can facilitate structured decision-making. In our application, discussion between experts was structured around the prioritization model enabling integration of quantitative analysis with expert knowledge. The u…

Red list of threatened vascular plants in Italy

2021

Italy has a rich natural heritage, which is dangerously under pressure. In recent years, there is an increased awareness of the crucial role of plants in ecosystem functioning and in providing ecosystem services. Consequently, an updated Red List of the Italian vascular flora was compiled in this work, at the request of the Ministry for Environment, Land and Sea Protection, with the scientific support of the Italian Botanical Society. The IUCN Red List criteria were applied to 2,430 Italian native vascular plant taxa to assess their current extinction risk and to highlight the major threats affecting the Italian flora. Our results revealed that 54 taxa (2.2% of the assessed taxa) are extinc…
