Determinants of COVID-19 Vaccine Rollouts and Their Effects on Health Outcomes

2022

Background Vaccination against the coronavirus disease (SARS-CoV-2) is understood to be the key way out of the COVID-19 pandemic. Limited evidence exists on the determinants of vaccine rollouts and their health effects at the country level. Objective Examine the determinants of COVID-19 vaccine rollouts and their effects on health outcomes. Methods Ordinary least squares regressions with standard errors clustered at the country level for Cross-section and Panel daily data of vaccinations and various health outcomes (new COVID-19 cases, fatalities, intensive care unit (ICU) admissions) for an unbalanced sample of about 200 countries during the period 16 December 2020 to 20 June 2021. Results…

Conclusions: By providing an early broad overview of the quantitative empirical estimates of the determinants of vaccine rollouts and the effects of COVID-19 vaccines our paper can help policymakers make informed decisions about local and global distributions of vaccines as well as related policy tools such as containment measure.Coronavirus disease 2019 (COVID-19)business.industryHealth PolicyNational accountsOutbreakGeneral Medicine(ii) vaccine deployment significantly reduces new COVID-19 infections Intensive Care Unit (ICU) admissions and fatalities and is more effective when coupled with stringent containment measures or when a country is experiencing a large outbreakVaccination against the coronavirus disease (SARS-CoV-2) is understood to be the key way out of the COVID-19 pandemic. Electronic procurement system – instrument for implementing green public procurement: analysis of the Latvia’s expierence

2019

Green public procurement (GPP) is a mean of saving up finances for public institutions, especially taking into consideration not only procurement price but also total expenses of the contract lifecycle. In Latvia the first Electronic Procurement System (EPS) was established in 2005 and was the first such procurement system in the Baltic States. Initially, it only acted as an e-Procurement system in which public institutions can purchase standard goods and services. This paper analyzes the success of the implementation methodology for evaluating e-Procurement in public procurement. The aim of the paper is to explore the proportion of applied GPP of total procurement in EPS in Latvia in the p…

Realization of Benefits from Best Value Approach by Proper Utilization of Expertise in Infrastructure Projects

2020

In the search for improved contract and project management in construction, the Best Value Approach (BVA) is a concept that has been introduced with a proven track record for better performance. The BV-philosophy stresses the importance of proper utilization of vendor expertise, as well as reducing management, direction and control by assumed non-expert clients. The development of BVA has mainly taken place through lessons learned from a number of projects, and existing research is mostly concerned with practicalities and “how” to apply it. However, research is scarce on what characterizes an expert in a BV-context, and the concept lacks scientific documentation regarding underlying premise…

The public procurement of information systems: dialectics in requirements specification

2017

When acquiring information systems, public entities face a dilemma. On the one hand, they want to procure the system that best suits their needs, which often requires lengthy dialogues with vendors. At the same time, they are restricted by government regulations that mandate limited dialogue in the interests of transparency and equal opportunities for all vendors. To examine how public entities deal with this, we followed three procurement projects in Norway. We show that this dilemma manifests itself as a dialectic between the thesis of getting the system requirements right and the antithesis of strictly adhering to regulations. Public entities search for a resolution of this dialectic thr…

Factors affecting the choice of construction project delivery in developing oil and gas economies

2016

ABSTRACTConstruction academics and practitioners often disagree on which set of factors should take precedence over another and the basis for their inclusion in selecting a project delivery method. This disagreement exacerbates the probability of project failure, which could be detrimental to developing economies. Despite significant cost overruns and these economies being the largest contributors towards global energy sector growth, there is limited knowledge on appropriate factors to be used for selecting project delivery methods in developing oil and gas nations. An evaluation undertaken in Trinidad reveals there are no significant differences in the mean expressed by 133 professionals i…

Cloudy with a Chance of Fuzzy: Building a Multicriteria Uncertainty Model for Construction Project Delivery Selection

2017

AbstractThe process of choosing a project delivery method is infused with cognitive uncertainties associated with the decision maker. Fuzzy uncertainties arise because of imprecise understanding and subsequent representation of these uncertainties by the decision maker, whereas random uncertainties arise from variance of these imprecisions. Since there are no well-defined rules for spontaneous decisions, in order to be consistently confident in the appropriateness of the chosen delivery method, a structured approach incorporating uncertainty is required. Previously unanswered questions such as (1) what are the sources of uncertainty in project delivery decisions, (2) how do decision makers …

SARS-CoV-2: Impact on, Risk Assessment and Countermeasures in German Eye Banks.

2020

Introduction Since the beginning of the COVID-19 pandemic there has been some debate regarding the risk of transmission through tissue transplantation and tissue banking processes. Aim of the study To analyze the changes that SARS-CoV-2 has caused regarding the harvesting of corneal donor tissue and eye bank activities in Germany. Methods A questionnaire was provided to 26 eye banks in Germany, consisting of questions about adaptations made in the screening of potential donors and the harvesting of corneal tissue following the pandemic spread of SARS-CoV-2. Results Eighteen eye banks actively reduced recruitment of donors and two banks ceased all activity. Additional diagnostic screening wa…

A Methodology to Detect the Deviations of the Project s Budget Compared to Market Prices

2015

[EN] The budget of a project reflects the cost of the investment needed to build an infrastructure, install a system or acquire new materials or supplies. A well-formulated budget in accordance with market prices, allows contractors to prepare offers according to their technical, economic and financial characteristics. On the other hand, it avoids current philosophies that aim to get the contract at any price. Philosophies subsequently used to point out problems and claims during the execution of the project (contradictory prices, delays, etc.) in order to recover some or the entire economic bid carried out during the tendering. In this paper a simple and fast methodology is developed to ch…
