During the procurement process, it is often found that the tenders submitted are deficient, for example, required documents are not submitted. Given the amount of information to be provided, the types of errors are different and can apply to the qualification of the tenderer, its technical or financial tender and other aspects. This paper addresses a lack of research into public procurement of information systems, especially from a process focus. Three case studies from IS procurement in Norwegian municipalities are presented. By following one of the procurements in detail, the paper shows a process with a very strict phased division, an approach quite different from today's agile system development methods. More and more public companies are showing interest in how no conventional purchasing strategies, such as purchasing group solutions, may improve efficiency in purchasing activities by providing consistent saving on public organization budgets. This issue is essential for the healthcare sector, whose public spending is still increasing and represents a significant part of the GNP of many European countries. In this paper, different purchasing strategies have been addressed; more specifically, the main objective is to formalize a framework supporting purchasing strategy formulation, and operazionalize it through an empirical application to the Sicilian Region healthcare industry.
