AbstractAfter two decades of public sector outsourcing, debates for reintegration of services back into the public sector have emerged. However, so far outsourcing remains prevalent and reintegration is sparsely utilised. An in-depth analysis of the reorganisation of public transport in a Norwegian county, Sor-Trondelag, provides three key reasons as to why there is an ‘outsourcing upside’. Secret versus public reserve price in an “outcry” English procurement auction: Experimental results

Abstract In a set of human experiments, we analyze the impact of the buyer׳s reserve price policy in an online open outcry reverse auction. We measure the impact of revealing or not the reserve price on the buyer׳s expected cost when suppliers may be risk-averse. Results confirm that the optimal public reserve price policy dominates for the buyer when the lowest cost supplier is weakly risk-averse but in contrast with theory, the secret reserve price policy does not dominate when he becomes very risk-averse. Design of Public Procurement Auctions: Evidence from Cleaning Contracts

We analyze a regime change from beauty contests to first-price sealed-bid and scoring auctions, using Swedish data on public procurement of cleaning services. In beauty contests, the lowest bid often lost, leaving substantial money on the table. The procurement costs were similar before and after the regime change: (i) Entry strongly decreases the procurement cost but did not change. Entry would have decreased had the municipalities not adjusted the objects of auctions. (ii) Municipalities favored in-house suppliers in the old regime, leading to more aggressive bidding by others. A critical perspective on Integrated Project Delivery (IPD) applied in a Norwegian public hospital project

Does the IPD concept deliver as required and expected, and if not, how can that be explained? This paper is a critical realist inspired methodology based on a combination of the inductive and deductive approaches used in case study research. IPD is based on relational contracting between multiple parties, in this case between the Owner, Contractor, MEP subcontractors and a group of Consulting engineers who share control of the project. Nonalcoholic fatty liver disease (NAFLD) affects 25% of the global adult population with a range of 13.5% in Africa and 31.8% in the Middle East. Nonalcoholic fatty liver disease is closely associated with a constellation of metabolic comorbidities which include: obesity, type 2 diabetes mellitus, hypertension, and hypercholesteremia. In fact, the increasing number of metabolic comorbidities not only increases the prevalence of NAFLD but also places patients at higher risk for progressive liver disease. Comparative Analysis of Mega Road Construction Projects in Term of Innovation

Purpose This paper examines, using critical realism, the causes and mechanisms of innovation in three civil road construction projects. Its focus is to examine how value can be created within the design process through innovation. Emphasis is placed on Best Value Procurement (BVP) as a procurement strategy where the preferred contractor is considered the expert, as it is the first case of its use in Norwegian road construction projects.
