Working under pressure: economic recession and third sector development in Europe

Purpose – The context conditions for third sector organizations (TSOs) in Europe have significantly changed as a result of the global economic crisis, including decreasing levels of public funding and changing modes of relations with the state. The effect of economic recession, however, varies across Europe. The purpose of this paper is to understand why this is the case. It analyses the impact of economic recession and related policy changes on third sector development in Europe. The economic effects on TSOs are thereby placed into a broader context of changing third sector policies and welfare state restructuring. Recently, much attention has been paid in the literature to circular migration because of its perceived potential to reduce permanent migration and to promote development. The democratization process: An empirical appraisal of the role of political protest

Abstract This paper analyses the role of peaceful and violent protest in the democratization process. We interpret the democratization process as a sequence of phases so as to allow citizens' and elites' preferences for democracy to vary according to the particular phase that a country is experiencing. By doing so we jointly model the probability of protest and of moving through different phases of democracy taking into account time-constant and time-varying unobserved heterogeneity. In particular, we develop a multivariate finite mixture model that introduces a latent variable to capture unobservable factors. Tax Evasion and Tax Progressivity

In a pure tax evasion framework in which the monetary penalty is a function of the evaded tax, more progressive income taxes will reduce tax evasion if income has to be declared. However, if tax payments have to be declared, higher tax progressivity will have no effects. Thus, the relationship between tax evasion and tax progressivity depends on whether income or taxes have to be divulged to tax authorities. If the fine is a function of undeclared income, higher tax progressivity will always raise evasion.

ABSTRACT Civil servants in international secretariats are exposed to numerous, cross-cutting and, at times, conflicting pressures and expectations. The secretariat of the Organisation for Economic Cooperation and Development (OECD) is no different. This study reveals a fundamental ‘misfit’ between external demands and internal dynamics in the OECD Secretariat. On one hand, the OECD analysts are employed on the basis of merit.
