Abstract In this paper we analyse emerging discourses of fear on the one hand and safety and security on the other. In the context of rupture - sudden, unprecedented asylum flows as well as the historical context of the fear and experience of losing the state’s freedom, we pose the following research question: Where do insecurities and fear come from and how are spaces of security and safety carved out through public discourses? In the aftermath of the First World War, constitutions of European states were widely democratized and parliamentarized, and similar turns were expected in international relations as a consequence of the creation of the League of Nations. This comparative analysis of Swedish and Finnish parliamentary debates on the League membership focusing on conceptualizations of the national versus international demonstrates how democratization and internationalization merged discursively. The article deals with the question if the cleavage concept of Lipset and Rokkan can be applied to the rise of National Socialism at the polls and as a mass-integration party. Voter fluctuations within and between political camps are analysed by means of ecological regression analysis as well as the social composition of the NSDAP electorate. Furthermore the social fabric of NSDAP party members between 1925 and 1933 is decribed in terms of the cleavage concept.

The aim of this article is to propose an analytical framework of the EU as a laboratory of paradiplomacy in context of international and domestic determinants of the regions’ foreign activities. The article shades some light on the definitions of paradyplomacy, which allow to understand the ambiguity of the status of regions in international relations. This study contributes to the literature on informal governance by examining politics of informal agenda-setting in the European Commission. As a ‘hard case’, the paper examines how the European Commission exceeds limited legal Treaty provisions in foreign and security policy (CFSP). This system, where the Commission has come to play a more prominent role than stipulated in the treaties, is interpreted as a normalization of CFSP governance. Exploring the Gender Digital Divide in E-Government Use in a Developing Country

This article explores the gender digital divide in e-government use in Turkey. Historical trends and differences in internet and e-government use by males and females are investigated. The findings of this study indicate that although internet use has increased over the years, there remains a steady and significant gap between males and females in terms of internet use and e-government services use. It appears that females in Turkey tend to be on the wrong side of the digital divide, and a significant number of females do not benefit from the potential advantages of the internet and e-government services. The gender digital gap in e-government use is higher than in internet use.

Visibility in mediated borderscapes : The hunger strike of asylum seekers as an embodiment of border violence

In 2012, two Afghan asylum seekers camped outside the Parliament building in Helsinki during a hunger strike that lasted for 72 days. Although the protest was very visible in the city space, the mainstream media and most politicians ignored it. This paper analyzes the protest and its mediation through the concepts of borderscape and visibility. Using methods of visual and discourse analysis, we examine the ways in which the hunger strike protest – and its mediation – negotiate the (in)visibility of borders.
