The Nordic Superintendents’ Leadership Roles: Cross-National Comparison
2013
The chapter focuses on what happens when national education policies meet structures of implementation at the local school district and school levels. Focus is on the position that is subordinated to a municipal committee or board responsible for education. This position is here called superintendent, even if precise titles vary. By focusing on this position, its relation to the political board and the function as superior of principals in the school district, it will be possible to investigate some of the preconditions for learning in the school districts.
Video surveillance and security policy in France: From regulation to widespread acceptance
2011
This article presents a historical account of the introduction and use of video surveillance cameras in France. Specific reference is made of the introduction of regulatory and legislative arrangements and to political debates surrounding the provision of video surveillance cameras. A feature of the French context has been a desire by national government to install cameras more widely in public places and a resistance to do so by local regions (departments). This highlights a traditional tension between central and local government in France and the significance of political rhetoric to the ongoing installation and operation of video surveillance cameras.
Identidad contra identidades: el destino contra Babelia
1997
Nationalism and environmental global conscience are contradictory ideas. We argue in this paper, using as a source from the sociological point of view the work of Eisenstadt and Gi…
Multiple Actors in Framing the EU's External Policy: The Case of the EU Global Security Strategy
2017
The functioning of the European External Action Service (EEAS) has been a much discussed issue since its establishment. By constructing, through the Treaty of Lisbon, a single actor for the EU external policy, the EEAS now has to deal with finding most efficient ways of accommodating the interests of both the EU Member States and the EU institutions. The paper applies the Principal-Agent method to examine the delegation of EU external policy to the EEAS. The vague mentioning of the EEAS in the Lisbon Treaty and the inter-institutional negotiations preceding the July 2010 Council Decision on the organisation and functioning of the EEAS illustrate how Member States have decided to leave a rem…

This article explores Finnish different-sex couples’ (n = 12) negotiations on their parental division of labour. Theoretically, the article is based on the literature on gendered parenting practices and relational negotiations. Our discourse analysis reveals how the couples produced ‘togetherness’ and ‘our family’ by representing their care practices as agreements, irrespective of whether the care was described as equally shared or distinctly gendered. Disagreements reflecting more individualistic tones, and mainly resulting from the mothers’ sense of unfairness, were especially foregrounded when the distribution of household duties was discussed. The analysis also revealed how men cited in…
Three Models of Public Administration Reform and the Legitimacy of Civil Service
2018
Public administration is subject to permanent reforms, adapting its organization, tasks, approach to the needs and ideas of the modern world. At the same time, looking for the elements and forms that legitimize its functioning. Introduced reforms change the role and position of the civil service, affecting its legitimacy. Executive Management Model NPM affects the range of public benefits, and thus, indirectly, acceptance of a new model of public service. NPG model strengthens the position of the citizen in the process of setting public purpose, forces civil service to the negotiations, consensual activities while defining the public interest. In this way, a citizen deciding together with t…
How social network sites and other online intermediaries increase exposure to news
2020
Research has prominently assumed that social media and web portals that aggregate news restrict the diversity of content that users are exposed to by tailoring news diets toward the users’ preferences. In our empirical test of this argument, we apply a random-effects within–between model to two large representative datasets of individual web browsing histories. This approach allows us to better encapsulate the effects of social media and other intermediaries on news exposure. We find strong evidence that intermediaries foster more varied online news diets. The results call into question fears about the vanishing potential for incidental news exposure in digital media environments.
Smarter Open Government Data for Society 5.0: Are Your Open Data Smart Enough?
2021
Nowadays, governments launch open government data (OGD) portals that provide data that can be accessed and used by everyone for their own needs. Although the potential economic value of open (government) data is assessed in millions and billions, not all open data are reused. Moreover, the open (government) data initiative as well as users’ intent for open (government) data are changing continuously and today, in line with IoT and smart city trends, real-time data and sensor-generated data have higher interest for users. These “smarter” open (government) data are also considered to be one of the crucial drivers for the sustainable economy, and might have an impact on information and communi…

A scaling-up strategy supporting the expansion of integrated care: a study protocol
2019
Purpose To ensure that more people will benefit from integrated care initiatives, scaling-up of successful initiatives is the way forward. However, new challenges present themselves as knowledge on how to achieve successful large-scale implementation is scarce. The EU-funded project SCIROCCO uses a step-based scaling-up strategy to explore what to scale-up, and how to scale-up integrated care initiatives by matching the complementary strengths and weaknesses of five European regions involved in integrated care. The purpose of this paper is to describe a multi-method evaluation protocol designed to understand what factors influence the implementation of the SCIROCCO strategy to support the …
