Problem ochrony osób niezamożnych wynika stąd, że w dużej mierze osoby te są wykluczone z rynku podstawowego (mainstream market), objętego ochroną prawną. RESUMEN En este trabajo llevamos a cabo un ejercicio de microsimulación para analizar la política autonómica en el IRPF, utilizando la Muestra IRPF 2002 IEF-AEAT. Hasta el momento las Comunidades Autónomas han utilizado las deducciones como instrumento principal para modificar el IRPF. Sin embargo parece que las deducciones autonómicas llevan aparejados elevados costes de diseño, legislativos y administrativos; mientras que sus beneficios afectan poco a pocos contribuyentes. Nuestra hipótesis es que se puede alcanzar un resultado similar con unos costes menores. A note on preference for flexibility

A result of Kreps (1979) on preference for flexibility is extended from two to three periods (formally from preferences over sets to preferences over sets of sets). An intuitively easier route to Kreps' original result is also presented, making the proof essentially ready for use in a decision theory class.
Measuring autonomy freedom

In the measurement of autonomy freedom, the admissible potential preference relations are elicited by means of the concept of ‘reasonableness’. In this paper we argue for an alternative criterion based on information about the decision maker’s ‘awareness’ of his available opportunities. We argue that such an inter- pretation of autonomy fares better than that based on reasonableness. We then introduce some axioms that capture this intuition and study their logical impli- cations. In the process, a new measure of autonomy freedom is characterized, which generalizes some of the measures so far constructed in the literature.
With whom to merge? A tale of the Spanish banking deregulation process

We propose a spatial competition model to study banks’ strategic responses to the asymmetric Spanish geographic deregulation process. We find that once the geographic deregulation process finishes, inter-regional mergers between savings banks are optimal whenever the economies of scale associated to merging activities are low. If there are large gains, then there will be mergers between savings and commercial banks.

In times of increasing cost pressures, public healthcare systems in Organisation for Economic Co-operation and Development (OECD) countries face the question of whether and to which extent new high-tech drugs are to be financed within their public healthcare systems. Systematic empirical research that explains across-country variation in these decisions is, however, almost non-existent. The new settlement phenomena in our territory, linked to current globalisation processes and the increasing complexity of contemporary society, have caused a crisis of the historical boundaries and are creating new planning layouts. In this context, the metropolitan dimension is once again viable, and Italy, with Sicily sometimes experiencing these processes in advance, is reorganising the institutions covering large areas, directing processes and trying out new convergences, under the driving force of new public finance reorganisation policies.
Organized crime and public spending: a panel data analysis

The aim of this paper is to investigate, empirically, what components of public spending imply a decreasing effect on organized crime and what components create opportunities for organized crime, discussing also the role of government efficiency. Using a panel data analysis, the results show a strikingly consistent pattern for the EU Member States. Organized crime mainly operates in the distribution of government spending for local public goods and public provision of private services. The strengthening of administrative powers is comprehensively documented within national governments. This article asks to what extent centre formation also happens within international bureaucracies. Based on a large body of data (N=121) within three international bureaucracies, this study adds two new observations: First, administrative centre formation is primarily observed inside the European Commission and only marginally within other international bureaucracies – such as the OECD and WTO Secretariats.
