The good process or the great illusion? A spatial perspective on public participation in Danish municipal wind turbine planning
2021
This paper explores the nature of public participation in Danish municipal wind power planning. Although the procedure for involving citizens embedded in the environmental impact assessment (EIA) procedure for wind power projects is often praised for its participatory character, the approach is not without problems. In this paper, we identify the limitations and potentials of the public space provided for citizen involvement. By means of Gaventa’s terminology suggesting a continuum of public spaces for participation, the paper shows how the planning process can be approached from different spatial perspectives – each of them illuminating different forms of power, resistance and opportunitie…
Conflict, consent, dissensus: The unfinished as challenge to politics and planning
2021
Public participation in planning politics is a legal right in many countries. Planners often see themselves as the defenders of public interests, whereas planning studies may see public planning as the institutionalization of politics, the politicized management or government of disputes on planning issues. Public participation is ultimately a political decision, and this article focuses on how phrases like planning is ‘a work in progress’ and agonistic consensus is a ‘solution for now’ in fact add a critical issue to planning politics: such statements indicate that planning should be seen as an unfinished process, and decisions as temporary. A ‘solution for now’ literally means a ‘planning…

Social decision making on technology and the environment in Spain
1999
Abstract This paper outlines the current status of the direct participation of citizens and public interest groups in decision making, on issues related to technology and the environment in the context of one specific country, namely Spain. It presents the kind of public participation possible today in Spain, where participatory management of technology is still relatively limited. The article analyzes the causes for the current situation, based on several recent case studies, as well as views expressed by key actors. The cases described, encompass a wide range of modern technologies, and include genetic engineering, environmental information, forestry management, and also the environmental…
Community action and planning. Contexts, drivers and outcomes
2014
With trust in top-down government faltering, community-based groups around the world are displaying an ever-greater appetite to take control of their own lives and neighbourhoods. Government, for its part, is keen to embrace the projects and the planning undertaken at this level, attempting to regularise it and use it as a means of reconnecting to citizens and localising democracy. This unique book analyses the contexts, drivers and outcomes of community action and planning in a selection of case studies in the global north: from emergent neighbourhood planning in England to the community-based housing movement in New York, and from active citizenship in the Dutch new towns to associative a…
Sustainable Development and Transition Management: A New Approach for European Peripheral Areas
2020
This paper on Europe as a sustainable economy and its policy for peripheral areas contributes to the analysis on the relationship between Transition Management and new approaches to regional development. It follows that regions are different ecosystems which require not only conventional macroeconomic visions for development processes, but also a precise spatial approach based on different levels of geographical aggregation. The physical environment, therefore, becomes a useful element not only to analyze the transition mechanisms, but also as a constitutive part of economic, social and environmental changes in the short, medium, and long term. A number of interesting aspects are examined a…
PPGIS applied to environmental communication and hazards for a community-based approach: a dualism in the Southern Italy "calanchi" landscape
2021
<p>The need of protection of the territory is a priority for the society, which is an integral part of it (unfortunately, this coincidence is often forgotten): the new environmental issues require the development of innovative management strategies and of appropriate knowledge and models. The balanced use of resources, essential for the survival and well-being of society, can be optimised through the promotion of the territory. The identification and the sustainable development of local resources can only be achieved by directing development policies towards a path of integration between ecological needs, protection of the landscape and socio-economic and cultural nee…
The Illegible Doctor’s Writing as a Visual Artifact and Creative Stimulation for Art Education
2014
Ethical E-Participation
2014
The most recent forms of e-participation seem to provide new issues that need to be discussed. One such discussion involves the role of GIS. Can an ethically aware GIS be conceived? What does it mean for a GIS to be ethical at all? Throughout this paper, first the authors create a theoretical framework to encompass four key elements that lead us to the definition of ethical digital mapping: GIS ethics, social justice, power, and participation. Then they introduce the concept of PPGIS (Public Participation GIS), and argue that only a ‘qualitative turn' can enhance their importance in decision-making processes. Finally, the authors discuss an experiment that is currently taking place in Paler…
