Towards Ecosystemic Stance in Finnish Public Sector Enterprise Architecture
2019
Governments and organizations in both public and private sector are operating in fields of ever-growing uncertainty and complexity. To study this complex environment, the concept of ecosystems has been suggested, interpreting organizations as intertwined systems among layers of evolving ecosystems. While offering possibilities, operating in an ecosystemic environment might prove to be challenging, and the change from traditional governance structures might be difficult to manage, requiring holistic yet detailed view. Enterprise Architecture (EA) has been an interest of academics and practitioners for few decades, offering one of the most prominent solutions to managing complex organizations…
Causes of Public Expenditure Inefficiency and Proposals for Their Streamlining
2020
The public sector has continually developed, as new needs of the population have been identified and the expectations of the population regarding the quantity and the quality of the provided services have already been rising. Unlike private management, the public administration has not always been concerned with the way results have been achieved, but, particularly with the results themselves, and, as long as these have been satisfying for the population, the resources employed for obtaining the results were of no much concern. The public administration monopoly in the provision of some services has led to the possibility of generating imbalances between the quality of the provided services…

Should the government pay more to public sector employees? Impact of subjective, stereotypicalwage and core self-evaluations on job satisfaction and …
2018
There are many stereotypes about work in public sector. It is supposedly more stable, less hectic but in the same time offers smaller wages in comparison to a work in private sector. But does it provide more satisfaction to employees? The current study compares work satisfaction (Warr, Cook, & Wall, 1979) and subjective Well-being (Diener, Emmons, Larsen, & Griffin, 1985) as dependent on subjective and objective wage evaluations (Brown, Gardner, Oswald, & Qian, 2008; Walczak, 2017) and Core Self-Evaluations (Judge, Locke, & Durham, 1997; Walczak & Derbis, 2015). On a sample of N=625 employees (of which 18%; n=118 were employed in public sector) an impact of subjective (rather than objective…
