German Bank Lending During Emerging Market Crises: A Bank Level Analysis

2007

This paper studies German bank lending during the Asian and Russian crises, using a bank level data set, which has been compiled from credit data at the Deutsche Bundesbank. Our aim is to gain more insight into the pattern of German bank lending during financial crises in emerging markets. We find that German banks reacted to the Asian crisis mainly by reallocating their portfolios among emerging markets. This behaviour is consistent with active portfolio management and does not necessarily indicate a spontaneous reaction to the Asian crisis. By contrast, the banks' behaviour during the Russian crisis is characterised by a general withdrawal from emerging markets. The use of micro data allo…

Iekšējā audita izvērtējums un pilnveidošanas iespēju analīze Latvijas valsts tiešajā pārvaldē un pašvaldībās

2019

How does public spending affect technical efficiency? Some evidence from 15 European countries

2020

The relationship between government size and economic growth has been widely debated. Revisiting the subject from a distinct angle with respect to the mainstream approach, we provide an empirical analysis of the impact of government size on technical efficiency. The aim of this paper is to estimate the impact of public sector's size and of public expenditure components on 15 European countries’ technical efficiency from 1996 to 2014 by using a True Random Effect model. Using the total public expenditure as a proxy for the government size we estimate simultaneously national optimal production function and technical efficiency by controlling for income distribution and institutional quality. …

Government Performance, Ethics and Corruption in the Global Competitiveness Index

2017

Public administration efficiency is an up to date topic. More in depth, the crucial point is how it is related, on the one hand, with a disruptive phenomenon like corruption and, on the other hand, with ethics. This study aims to show how public sector performance is affected by ethics and corruption. In order to explain such a relationship, this research run a cross-country analysis, where indices of public-sector performance are juxtaposed with corruption levels.

Exploring Public Sector’s Roles in Collaborative Consumption – A Research Agenda

2018

Part 2: Digital Collaboration and Social Media; International audience; Motivated by the growing significance of sharing economy within our society, we here discuss which role the public sector may have within collaborative consumption (CC). CC refers to a business model grounded on peer-to-peer based sharing of goods and services through community-based online services. While public sector to a large extent has transformed from formalised bureaucratic structures into more hybrid organisations, focusing on the co-creation between public and private stakeholders, public sector’s role within the sharing economy is still in need for further investigation. We reflect on the need for studying ho…

The dynamics of privatization and regulation of water services: a comparative study of two Spanish regions

2013

As in other economic activities, privatization of water delivery has not resulted in the retreat of the public sector, but rather a change in the way in which the government intervenes in the water industry. This paper illustrates this situation by comparing urban water services in two Spanish regions, Andalusia and Catalonia. Water service delivery is structured very differently in these two regions with respect to private involvement, the degree of market concentration and, as a result, problems in competition. The characteristics of the two regions' respective regulatory agencies reflect the different paths taken to privatization: in Catalonia private firms have much more tradition and o…
