At the beginning of the atomic age, Francoist Spain launched an expensive project to develop, research and use nuclear energy. Scientists, the military and high-ranking officials in the administration mobilised to materialise a technoscientific dream with an international scope. The modernity of nuclear science contrasts with the reactionary ideology of the regime, but the paradox is only apparent because until now there has not necessarily been any historical relationship between science and democracy. Design of Public Procurement Auctions: Evidence from Cleaning Contracts

We analyze a regime change from beauty contests to first-price sealed-bid and scoring auctions, using Swedish data on public procurement of cleaning services. In beauty contests, the lowest bid often lost, leaving substantial money on the table. The procurement costs were similar before and after the regime change: (i) Entry strongly decreases the procurement cost but did not change. Entry would have decreased had the municipalities not adjusted the objects of auctions. (ii) Municipalities favored in-house suppliers in the old regime, leading to more aggressive bidding by others. With favoritism reduced, these changes balanced each other out. Peer reviewed

This paper regards the emergence of forms of life in the field of food and dietary choices. It aims at connecting meat-free diets with the notion of form of life, especially focussing on the moment of “conversion” from an omnivourous diet to vegetarianism or veganism. The semiotic mechanisms of transitions between forms of life connected to dietary regimens will be highlighted. How does the conversion happen? Whereas the impact of ENSO on the African summer rainfall regions is largely documented and still regularly investigated, little is known about its impact on the winter rainfall regions located at the southwestern and northwestern tips of Africa. Yet, these regions are densely inhabited and are net exporters of high-quality agricultural products. Here we analyze the relationship between El Nino Southern Oscillation (ENSO) and South Africa austral winter rainfall using a 682 raingauges daily rainfall database documenting the period 1950–1999. ZnO nanoparticles (NPs) were synthesized using zinc acetate dihydrate, ethanol, and oxalic acid as precursor, solvent, and complexing agent, respectively, and urea–hydrogen peroxide (UHP) as, simultaneously, nitrogen precursor and oxygen donor. The structural, morphological, textural, and optical properties of ZnO photocatalysts were investigated using different characterization methods such as XRD, SEM, BET, and UV-Vis-DRS. The XRD patterns showed that the products consisted of ZnO and revealed the presence of nitrogen. SEM images revealed the agglomeration and aggregation of NPs. International audience; In this paper, we present the monetary debates in Europe from the XVIth to the XVIIIth centuries from the viewpoint of the problem of good and sound money. The framework of the paper is built on a typology of monetary systems, by which a dualist system is distinguished from a metallic one.
