Is Manila too big for the Philippines? Should the government encourage the development of other areas to relieve the burden on the capital region? This chapter examines the efforts of successive Philippine governments to implement a policy of regional planning for a more balanced development of the country. Integrated development schemes, for example in the Bicol River basin, have given way to a policy in favor of special economic zones and growth centers away from Metro Manila. Our sense of rhythm relies on orchestrated activity of several cerebral and cerebellar structures. Although functional connectivity studies have advanced our understanding of rhythm perception, this phenomenon has not been sufficiently studied as a function of musical training and beyond the General Linear Model (GLM) approach. Combining split-and-merge and multi-seed region growing algorithms for uterine fibroid segmentation in MRgFUS treatments

Uterine fibroids are benign tumors that can affect female patients during reproductive years. Magnetic resonance-guided focused ultrasound (MRgFUS) represents a noninvasive approach that uses thermal ablation principles to treat symptomatic fibroids. During traditional treatment planning, uterus, fibroids, and surrounding organs at risk must be manually marked on MR images by an operator. After treatment, an operator must segment, again manually, treated areas to evaluate the non-perfused volume (NPV) inside the fibroids. PURPOSE To assess spleen segmentation and volumentry in spiral CT scans with and without pathological changes of splenic tissue. METHODS The image analysis software HYBRIKON is based on region growing, self-organized neural nets, and fuzzy-anatomic rules. The neural nets were trained with spiral CT data from 10 patients, not used in the following evaluation on spiral CT scans from 19 patients. An experienced radiologist verified the results. The true positive and false positive areas were compared in terms to the areas marked by the radiologist. The results were compared with a standard thresholding method. Ultraviolet (UV) colorations have garnered extensive theoretical and empirical treatment in recent years, although the majority of studies have concerned themselves with avian taxa. However, many lizards have acute visual systems with retinal photoreceptors that are sensitive to UV wavelengths, and also display UV-reflecting colour patches. A branch-and-cut algorithm for the soft-clustered vehicle-routing problem

Abstract The soft-clustered vehicle-routing problem is a variant of the classical capacitated vehicle-routing problem (CVRP) in which customers are partitioned into clusters and all customers of the same cluster must be served by the same vehicle. We introduce a novel symmetric formulation of the problem in which the clustering part is modeled with an asymmetric sub-model. We solve the new model with a branch-and-cut algorithm exploiting some known valid inequalities for the CVRP that can be adapted. ABSTRACTFormation of transmembrane pores by staphylococcal alpha-toxin can provoke a spectrum of events depending on target cell species and toxin dose, and in certain cases, repair of the lesions has been observed. Here, we report that transcriptional processes are activated as a response of cells to low toxin doses. Exposure of monocytic (THP-1) or epithelial (ECV304) cells to 40 to 160 ng/ml alpha-toxin provoked a drop in cellular ATP level that was followed by secretion of substantial amounts of interleukin-8 (IL-8). Local State-Society Relations in Latvia

The Latvian case of local state-society relations includes an analysis of local action groups, public councils, and advisory councils. Concerning these networks, the intensity and dynamics of interaction between the local state and society in Latvia and the locally induced variation between cities and rural areas are explored. The autonomy, the coherence, and the relevance of the analyzed networks are medium and high, and they are labeled accordingly as consociational or collaborative.
