Effects of selected pro-environmental project in the regional development of Poland

Zgodnie z założeniami Strategii Europa 2020 wobec państw członkowskich wyznaczono cele w ramach prowadzonej polityki rozwoju. Równocześnie Polska, jako jeden z beneficjentów programów operacyjnych, korzysta z pomocy finansowej UE, realizując projekty na rzecz środowiska, gospodarki niskoemisyjnej, a szerzej − rozwoju zrównoważonego i trwałego. Celem artykułu jest zidentyfikowanie oddziaływania projektów o charakterze prośrodowiskowym na rozwój województw Polski. Il 23 maggio 2019 è stata pubblicata la legge regionale n. 7 del 21 maggio 2019, recante “Disposizioni per i procedimenti amministrativi e la funzionalità dell'azione amministrativa”, che ha abrogato la precedente legge regionale n. 10/1991. La legge n. 7/2019 ha recepito le disposizioni statali della Legge Madia (L. 124/2015) e dei relativi decreti attuativi, del Codice dell’Amministrazione Digitale (D. Abstract The adoption in 2018 of the Escazú Agreement by the countries of the Latin American and Caribbean region marks the second regional legal instrument aimed at the implementation of Principle 10 of the 1992 Rio Declaration, joining the Aarhus Convention of the pan-European region. Abstract Efficient and effective management of public resources is essential at all levels of government. This issue has gained momentum due to the strains that affected public sector finances after the onset of the 2007/08 crisis in many countries, particularly in Europe. Rac1 and PAK1 are upstream of IKK-ε and TBK-1 in the viral activation of interferon regulatory factor-3

The anti-viral type I interferon (IFN) response is initiated by the immediate induction of IFN beta, which is mainly controlled by the IFN-regulatory factor-3 (IRF-3). The signaling pathways mediating viral IRF-3 activation are only poorly defined. We show that the Rho GTPase Rac1 is activated upon virus infection and controls IRF-3 phosphorylation and activity. Inhibition of Rac1 leads to reduced IFN beta promoter activity and to enhanced virus production. As a downstream mediator of Rac signaling towards IRF-3, we have identified the kinase p21-activated kinase (PAK1). Heavy metals and radioactive compounds are potentially hazardous substances for plants, animals and humans in the Arctic. A good knowledge of the spatial variation of these substances in soil and primary producers, and their sources, is therefore essential. In the samples of lichen Thamnolia vermicularis, Salix polaris and Cassiope tetragona, and the soil samples collected in 2014 in Svalbard near Longyearbyen, the concentrations of the following heavy metals were determined: Mn, Ni, Cu, Zn, Cd, Pb and Hg, as well as the activity concentrations of the following: K-40, Cs-137, Pb-210, Pb-212, Bi-212, Bi-214, Pb-214, Ac-228, Th-231 and U-235 in the soil samples. Regionalny kolejowy transport pasażerski w ostatnich latach dotknięty był zmianami w kontekście organizacji przewozów. Dotyczy to kwestii zarządzania oraz zasięgu obsługiwanej sieci kolejowej. Zauważalne są tendencje do reaktywacji połączeń oraz tworzenia nowych powiązań komunikacyjnych. Jest to związane zarówno z obsługą aglomeracji miejskich, jak i transportu regionalnego. Proces kreowania nowego układu komunikacji kolejowej oparty może być na reaktywacji nieczynnych tras albo budowie nowych połączeń. Il contributo è stato presentato al convegno su i rapporti Stato-Regioni in occasione del LXXV anniversario delle norme di attuazione riguardanti il Commissario dello Stato per la Regione siciliana. Lo scritto concentra la propria riflessione sul mutato ruolo del commissario dello Stato nella Regione siciliana nella prospettiva della autonomia speciale connessa alla condizioni di insularità riconosciuta dall'art 119, 6 comma della Costituzione.

L'attuazione del c.d. federalismo fiscale nell'ordinamento italiano, partire dalla riforma costituzionale del titolo V della Costituzione, fino all'approvazione della legge delega n. 42/2009, costituisce un percorso ancora in fieri. L'autonomia finanziaria e tributaria delle regioni, con notevoli differenze ancora tra quelle ordinarie e speciali, non pare abbia trovato compiuta definizione, tra limiti interni e comunitari.
