A Novel Framework of an Expert System by integrating Capability Approach and BRB to Evaluate E-Government Services

Capability approach is hard to operationalize and capabilities are sometimes difficult to reduce into the individual level. We describe our approach to solve these problems paired with an adequate ICT infrastructure and believe that the impact of concrete eGovernment services will become more visible and available. Citizens can inspect it, professionals can target their re-engineering on failure cases, learn from best cases, and researchers can compare different types of eGovernment. Developing a stable personal identity is considered a more precarious task in today’s society than hitherto. Skilful digital engagement may, however, constitute a valuable asset in necessary identity exploration and commitment. Applying a person-oriented approach, we examined for the first time how identity profiles are associated with digital engagement, operationalized as digital competence, gaming seriousness, type of internet activity and excessive ICT use. The chapter on Romania illustrates the working of networks of local state-society relations in a top-down context where the central government mandates the creation of networks and local governments are supposed to initiate and operationalize them. The chapter discusses two collaborative networks—local action groups and community consultative structures for child protection—and two self-reflective networks—local working groups on Roma issues and consultative committees on youth issues. The parliamentary form of government, lacking adequate stabilizing elements, generates inefficiencies and institutional dysfunctions. The changes that it has undergone have determined new balances between powers, which favor the Executive, and, within this, the monocratic role of the President of the Council of Ministers. These changes highlight even more the need to carry out institutional reforms that rationalize the strengthening of the head of government, providing for suitable counterweights, and restructuring the relationship of trust in order to ensure its stability.
