Rational Poverty or Poor Rationality? The Take‐up of Social Assistance Benefits

In several countries social assistance dependence has been increasing since the 1980s. After surveying the theoretical and empirical take-up literature, this study presents estimates of recent rates of non take-up of social assistance benefits. Once methodological shortcomings of prior estimations are corrected, the results show that take-up has fallen recently and thus cannot explain the rising welfare receipt. Following theoretical predictions, the probability that a rational individual takes up social assistance increases with the expected benefit amount and duration, and falls with application cost and stigma. International migration, remittances, and the human capital formation of Egyptian children

We study the roles that migration and remittances play in the human capital formation of children in Egypt. Our estimations reveal a significant association between remittances and human capital formation: the higher the probability of receipt of remittances, the higher the probability of school enrollment, and the older the age at which children enter the labor force. Although, with regard to the likelihood of school enrollment and the age of the first participation in the labor force, the family disruption effect of migration dominates the income effect of remittances, the likelihood of labor force participation decreases even in households from which both parents migrated.

Social assistance is a means-tested benefit that is supposed to be a short-term, temporary economic support. Understanding why some individuals are in repeated or continuous need of social assistance is thus of obvious policy relevance, but the dynamics of social assistance receipt remain poorly understood. Euro Crisis and plurality: Does the political orientation of newspapers determine the selection and spin of information?

This article studies the impact of right and left moderate political orientation of newspapers on the levels of plurality in the news coverage of the Euro Crisis in 20 newspapers from 10 European countries through a methodology based on Simpson’s D index. The expectation of finding distinct patterns of coverage leading to high levels of plurality was not fully supported and the results have shown that national frames influence levels of overall plurality more than political ideology.
