Metro Manila residents are confronted everyday with the challenges of flooding, substandard housing and horrendous traffic. In this low altitude plain, any significant rainfall raises water levels in many small streams, and contributes to traffic jams. The rapid population growth of the metropolis has led to the proliferation of squatter areas, including alongside flood-prone rivers and railroad tracks. Renewal projects on urban or neighborhood scale are complex problems because of the social, economic and environmental implications generated on the different categories of stakeholders. In historical centres the search for architectural and plant design solutions for the achievement of higher energy and environmental performances of buildings has to reconcile the preservation of the peculiarities of the building stock on the one hand and the economic efficiency of the interventions on the other one. The cost-effectiveness principle, which is adopted by European policies for the improvement of energy performances of the building stock, may be satisfied through the use of specific macro and micro-economic valuation models.

The article describes the proposed redevelopment of a derelict industrial zone in Siracusa, through interventions on ten buildings destined to become tourist and hotel accommodation. The types of installation, materials and buildings techniques to be employed will render the proposed salvage operation sustainable, along with innovative technology and bio-architecture, the use of renewable energy source, all in accordance with the principle of energy-saving.
