Finland has implemented several higher education (HE) reforms over the past decades in order to make its HE system more competitive in the global educational markets. Promoting self-employment: Does it create more employment and business activity?

International audience; We assess the economic impact of reforms promoting self-employment in the three countries that have implemented such reforms since the early 2000s: the Netherlands, the United Kingdom and France. To that end, we use an unbalanced cross country-industry dataset of 4,226 observations, including 12 OECD countries and 20 market industries, over the 1995-2016 period. We first observe, using country-level data, that the share of self-employed workers in total employment is quite stable or declines over the period in all countries in our dataset, except in the three countries where large reforms promoting self-employment have been implemented, and only after these reforms. …

Structural reforms in a debt overhang

We assess the effects of reforms in product and labor markets in a model economy featuring credit restrictions and pre-existing long-term debt. Both elements, which are core features of the current scenario faced by some euro area countries, combine to produce a slow and protracted deleveraging of the private sector and a persistent recession following a negative financial shock. In this environment, we show that product and labor market reforms may stimulate output and employment even in the short run, despite their defl ationary effects. Can re-regulation of the financial sector strike back public debt?

This paper analyzes the impact of financial sector policy changes on the dynamics of public debt. Using a panel of 89 countries from 1973 to 2005, we find that while the implementation of (large) financial liberalisation policies significantly raises the public debt growth rate, the adoption of financial re-regulation measures leads to a mild reduction of public debt. Looking at the different typologies of financial sector policy changes, we show that stricter banking supervision, privatisations and restrictions to international capital flows contribute to a fast decline of the growth rate of public debt. What determines the likelihood of structural reforms?

We use data for a panel of 60 countries over the period 1980–2005 to investigate the main drivers of the likelihood of structural reforms. We find that: (i) external debt crises are the main trigger of financial and banking reforms; (ii) inflation and banking crises are the key drivers of external capital account reforms; (iii) banking crises also hasten financial reforms; and (iv) economic recessions play an important role in promoting the necessary consensus for financial, capital, banking and trade reforms, especially in the group of OECD-countries. Porównanie postaw i poglądów przedstawicieli władz miejskich w Ołomuńcu i Opolu

W artykule przedstawiono wyniki badania postaw oraz opinii przedstawicieli samorządów, które przeprowadzono w kadencji 2010–2014 w Opolu oraz Ołomuńcu. Badania miały na celu porównanie poglądów i postaw radnych wobec wybranych narzędzi związanych z partycypacją i demokratycznym sposobem sprawowania władzy na poziomie lokalnym. Badania wykazały, że poglądy i postawy polityków na wybieralnych stanowiskach najbardziej różnią się w tych kwestiach, w których polscy i czescy samorządowcy mają osobiste doświadczenie (np. referendum, budżet obywatelski).

Influence of fluorine on the fiber resistance studied through the nonbridging oxygen hole center related luminescence

The distribution of Non-Bridging Oxygen Hole Centers (NBOHCs) in fluorine doped optical fibers was investigated by confocal microluminescence spectroscopy, monitoring their characteristic 1.9 eV luminescence band. The results show that these defects are generated by the fiber drawing and their concentration further increases after c irradiation. The NBOHC concentration profile along the fiber provides evidence for an exponential decay with the fluorine content. This finding agrees with the role of fluorine in the fiber resistance and is discussed, from the microscopic point of view, by looking at the conversion mechanisms from strained bonds acting as precursors.
