Territorial fragmentation in post-communist Romania: the not so curious case of a de-amalgamation reform

Abstract The efficiency-driven trend towards amalgamation characterising local government reforms in Europe seems to have escaped Romania, which displays a significant increase in the number of local governments post-1989. This is the result of rural first-tier local governments splitting into smaller units. The paper examines objective factors and subjective motivations that have shaped the behaviour of both national and local actors in dealing with territorial reform. Labor and product market reforms and external Imbalances: Evidence from advanced economies

We explore the impact of major labor and product market reforms on current account dynamics using a new “narrative” database of major changes in employment protection for regular workers and product market regulation for non-manufacturing industries covering 26 advanced economies over the past four decades. Our main finding is that product market deregulation is associated with a weakening of the current account, while labor market deregulation is associated with an improvement. We explore whether andhow health system reforms and policy measures adopted during the past two decades in Finland and Sweden reflect and address the needs of the older people. Can re-regulation of the financial sector strike back public debt?

2015

This paper analyzes the impact of financial sector policy changes on the dynamics of public debt. Using a panel of 89 countries from 1973 to 2005, we find that while the implementation of (large) financial liberalisation policies significantly raises the public debt growth rate, the adoption of financial re-regulation measures leads to a mild reduction of public debt. Looking at the different typologies of financial sector policy changes, we show that stricter banking supervision, privatisations and restrictions to international capital flows contribute to a fast decline of the growth rate of public debt. The International Monetary System in the Context of the Actual Financial Crisis. Change Proposals

The International Monetary System (I.M.S.) has a crucial role in economy, representing the frame for a sustainable development of the economic relationships between states, while contributing at the progress of the world’s economies. Nowadays, this system confronts large difficulties, as a consequence of the lack of financial disciplinary instruments, meant at regulation and coordination. The actual economic-financial crisis proved the limits of the present I.M.S., reason why it is now under “reconstruction”. In this direction, there is a series of reforms that can be implemented, so that the new architecture of the system is much more solid.
