Tax Reforms and Labour-market Performance: An Evaluation for Spain using REMS

This paper uses REMS, a Rational Expectations Model of the Spanish economy designed by Boscá et al (2007), to analyse the effects of lowering the overall tax wedge to the level prevailing in the US. Our results partially confirm previous findings in the literature: a reduction in the overall tax wedge of 19.5 points, in order to reach the US levels, has a positive effect in the long run, increasing total hours by about 7 per cent and GDP by about 8 percentage points. In terms of GDP per adult, these results account for 1/4 of the gap with respect to the US, but imply a reduction of only one percentage point in the labour productivity gap. Fue concejal por Izquierda Republicana en el Ayuntamiento de Alicante durante la Segunda república y desarrolló un plan ambicioso de escuelas públicas, fue diputado por Izquierda Republicana en 1936 y fusilado en 1939. The parliamentary form of government, lacking adequate stabilizing elements, generates inefficiencies and institutional dysfunctions. The changes that it has undergone have determined new balances between powers, which favor the Executive, and, within this, the monocratic role of the President of the Council of Ministers. These changes highlight even more the need to carry out institutional reforms that rationalize the strengthening of the head of government, providing for suitable counterweights, and restructuring the relationship of trust in order to ensure its stability.

The International Monetary System (I.M.S.) has a crucial role in economy, representing the frame for a sustainable development of the economic relationships between states, while contributing at the progress of the world’s economies. Nowadays, this system confronts large difficulties, as a consequence of the lack of financial disciplinary instruments, meant at regulation and coordination. The actual economic-financial crisis proved the limits of the present I.M.S., reason why it is now under “reconstruction”. In this direction, there is a series of reforms that can be implemented, so that the new architecture of the system is much more solid.
Fiscal consolidation and financial reforms

We use data for a panel of 17 countries over the period 1980-2005 to investigate the impact of fiscal consolidation on the likelihood of financial reforms. We show that fiscal adjustments do not boost the implementation of financial reforms. However, tax-driven fiscal consolidation programs raise the likelihood of banking sector reforms. Moreover, we find that: (i) an increase in the degree of trade openness makes countries less likely to implement financial reforms; (ii) an increase in the interest rate spreads accelerates the path of financial reforms, especially, external capital account reforms; and (iii) an improvement in the quality of political institutions strongly enhances the prob…
Labour market reforms, institutions, and the quality of employment : should we all follow German Hartz model in reforming labour markets?

Underemployment and aging population are major threats for several European economies. This study asks, whether partial labour market reforms, similar to German Hartz reforms, were good choices for other European countries, especially in terms of the quality of employment. Labour market liberalisation effects are assessed from macro-perspective on 25 OECD countries with fixed-effects panel data analysis. The effects for full-time, part-time, temporary, and low-wage employment are analysed separately for both genders, and also on young adults.
