Celem artykułu jest identyfikacja i ocena uwarunkowań oraz znaczenia rewitalizacji w polityce rozwoju. Badania przeprowadzono na przykładzie działań rewitalizacyjnych podejmowanych w województwie opolskim w latach 2007–2013. Opierały się one na analizie projektów rewitalizacyjnych wykonanych w ramach działań 6.1 i 6.2 RPO WO 2007–2013. Analiza ta została wykonana na podstawie: weryfikacji dokumentacji dotyczącej przedmiotowych inicjatyw rewitalizacyjnych, badań fokusowych z przedstawicielami władz oraz mieszkańcami miast, w których realizowano projekty, badań ankietowych z przedstawicielami wszystkich JST w województwie opolskim. By discussing the concept of development itself, authors propose two synthetic indexes relying on estimation of potential: Development Space Value and Development Space Creation Under the weak hypothesis that any successful development improves future possibilities, changes in potential are a good development measure. In their path, authors show how development space is tied with freedom: a shrink in it results mechanically in indexes fall. So, "sustainable" and "economic" become two sides of same piece rather than enemies. Reliable in simulations, the approach is to be tested in real conditions, to verify full data availability and to secure calculating methods.

With reference to the functions attributed to municipalities and provinces, the Tuscany Region has maintained a central role of planning and coordination of activities in the tourism sector. Local authorities and the various territorial levels of the trade associations of undertakings and workers are also formally involved in the preparation of regional planning. For this purpose, some regions have set up consultation tables to involve all public and private stakeholders in the sector. The article delves into the modalities of tourism planning, highlighting the training process and the laws of reference.
