Strategic agency and institutional change

2017

Strategic agency and institutional change: investigating the role of universities in regional innovation systems (RISs). Regional Studies. Past analyses rooted in the thick description of regions successful in constructing regional innovation systems have given way to analyses more focused on the intentionality in these processes, and how actors in regions with their own wider networks can shape these high-level changes in regional fortunes. As part of this, place-based leadership has emerged as a promising concept to restore both agency and territory to these discussions, but it remains under-theorized in key areas. This paper contributes to these debates by arguing that there remains a re…

Análisis geodemográfico y planificación territorial en España

2002

This article studies the current role of geodemographic analysis in Spanish spatial planning; its importance, gaps and problems. This is done both from a theoretical and planning perspectives. The theoretical perspective studies the references to the population in the legal norm of the several forms of planning, and in particular in the very recent Autonomous Regions' laws. The planning perspective refers to the specific spatial plans that have been aproved. The article identifies three types of spatial planning: urban planning, town and country planning and environmental planning. Therefore, excluding the sectorial planning with spatial incidence.

Rural restructuring and local/regional governance in the Baltic States after 1990

2009

The aim of this paper is to discuss the restructuring of primary sector dominant rural areas in the Baltic States with a special focus on local governance and administrative structures. In the theoretical part, we elaborate on a principal transformation model for Baltic rural areas. Despite similar macro-economic processes in all three Baltic States, local and regional governance has developed differently and hypothetically, this has had a different impact on the economic development of regions. We have used statistics, legal documents, small case studies, observations and secondary sources of some more detailed studies for this paper.

European integration and the administrative state. A longitudinal study on self-reinforcing administrative bias

2018

The study demonstrates how the EU contributes to a self-reinforcing administrative bias due to domestic-level organizational factors. Strong European integration without membership reinforces a politico-administrative gap and this gap expands over time. The paper applies an extreme case of high integration without formal EU membership represented by Norway. The findings suggest that the EU contributes to reinforce the administrative state through strong unintended assimilation effects. Thefindings are probed by a novel and comprehensive longitudinal data-set consisting of a large-N single case (N= 3562) questionnaire study among government officials at three points in the Norwegian central …
