Do general innovation policy tools fit all? Analysis of the regional impact of the Norwegian Skattefunn scheme

Background: The paper examines the regional effects of a general innovation policy, i.e. a policy tool that does not target specific industries or subnational regions. General policy tools are an important part of the portfolio of innovation policy measures. The regularly-updated database “Human capital in Spain and its distribution by provinces” provides information about the accumulation of human capital in Spain over the last five decades. The human capital estimates included in this database contain a wide range of information on how education levels in Spain have evolved, classified according to the level of studies completed and other human capital indicators. The database includes information that has been updated until the second trimester of 2013. It can be accessed at http://www.ivie.es/en/banco/caphum/series.php.

Do universities matter for the location of foreign R&D?

This article explores the extent to which the regional higher education system (HES) influences the location of foreign research and development (R&D). To do so, we use a dataset with information on the location choices of new foreign R&D establishments within Spain from 2005 to 2013. Similarly, we use a multiple measure of the three university missions, distinguishing between research capacity training, scientific research, and technology transfer. Measuring the presence of organized crime across Italian provinces: a sensitivity analysis

AbstractThe existing literature identifies different indicators to construct organized crime indices and places equal importance to different concepts of organized crime. This paper examines the sensitivity of organized crime across Italian provinces when different set of indicators and weights are used to combine crime indicators. Our findings suggest that there is a remarkable variation in the distribution of organized crime across Italian provinces based on the choice of indicators and the importance given to different crime indicators. Infrastructures and Productivity in the Spanish Regions

The aim of this paper is to analyse the role of public capital, the types of infrastructures in which it is invested, and their territorial distribution in the gains in productivity of the private sector in the Spanish regions in the period 1964-1991 using panel data techniques to control for unobserved state-specific characteristics. The results obtained show how the infrastructures most directly linked to the productive process present a significant and positive effect on productivity. A World Full of Mergers: The Nordic Countries in a Global Context

In this introductory chapter to the volume, the editors present the findings from a literature review undertaken on the topic, and link classical organizational perspectives to the study of merger processes involving higher education institutions. The chapter provides a brief overview of developments across Nordic higher education by referring to Burton Clark’s famous ‘triangle of coordination’. The authors conclude by sketching out the rationale and aim of the comparative study, the ways in which the volume is organized and by providing a short summary of its individual contributions.
