New Regionalism—Not Too Complex for the Media Watchdog

As cities grow and expand, governance networks advocated by the “new regionalism” have become increasingly important for policy making in metropolitan areas. This article examines media reporting about governance networks and the effect this reporting has on democratic accountability and legitimacy. We use data from a standardized content analysis of newspaper coverage about metropolitan policy making in four European metropolitan areas (Zurich, Berlin, Paris, and London), as well as survey data on citizens’ attitudes. This work aims to read the practices of modern politics in the conflict between the center and the periphery. The emergence of moments of conflict between the local political level and the national level allows us to observe the way of acting, the choices, the actions, the languages ​​of the actors who move along these two dimensions. We will try to show that local situations are not exceptions to a general and abstract, universally valid and accepted norm, but more likely it is exceptional and should be considered only as an emergent effect of the irreducible multiplicity of local contexts.

Overlapping Regionalism and Security Cooperation: Power-Based Explanations of Nigeria's Forum-Shopping in the Fight against Boko Haram

AbstractRegional conflicts increasingly require multilevel efforts by regional, subregional, and international actors. When states are confronted with a cooperation problem, often there are several institutions available to address this issue. Drawing on the literature of overlapping regionalism and forum-shopping, we argue that existing explanatory models benefit from adding power-based explanations. By conceptualizing an issue-specific dimension and factors specific to the national environment as additional power-based criteria for forum-shopping, we expand the existing literature. The paper analyzes the origins and characteristics of the differentiated re- gionalism referred to in art. 116.3 of the Constitution, highlighting the impact that its implemen- tation could have in Title V of the Constitution, in relation to both ordinary regions and regions with special status. The widespread nature of differentiated regionalism could, in particular, lead to the definitive, tough gradual, overcoming of regional uniformity, towards a model of mainly differentiable regionalism.
